HomeMy WebLinkAboutMINUTES - 06101986 - 1.5 (2) V� 1_050 A-7 TO:` BOARD OF SUPERVISORS FROM: Auditor-Controller Contra Wsta DATE: County SUBJECT: County Special Districts ' Appropriation Limits for 1986-1987 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION WHEREAS; Section 7910 of the Government Code requires that each year the governing body of each local jurisdiction shall establish an appropriations limit for such jurisdiction for the following fiscal year pursuant to Article XIII-B; and WHEREAS, the County Auditor-Controller has prepared the attached report and accompanying schedule designated Exhibit A regarding proposed County Special District and Service Area appropriations limits for fiscal year 1986-1987; THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY RESOLVED THAT the appropriations limits for County Special Districts and Service Areas for fiscal year 1986-1987 shall be as shown on the attached Exhibit A. Bouchet, Auditor-Controller By: Sam Kimoto, Deputy County Audit SUBJECT: County Special Districts' Appropriations Limit for 1986-87 The attached schedule is the 1986-87 appropriations limit for County special districts and service areas that are subject to Article XIIIB of the California Constitution. Our calculations are based on Department of Finance figures of population change and U.S. Consumer Price Index change applied to the 1985-86 appropriations limit. For population change we used 2.48% for districts that were entirely within unincorporated areas. For districts located within city or cities and unincorporated area, we used the weighted average of the city or cities and the unincorporated area or the county average. For Danville Parking Maintenance, we used 1.43%, which was the population change for the City of Danville. The U.S. Consumer Price Index change was 2. 30%. Copy of the Department of Finance notification dated May 1, 1986 is attached. As is indicated in the Department of Finance notification, a district may request, no later than May 31, 1986, the Department of Finance to prepare a special population change estimate. There may be a charge for this service. If such a request is made, we ask that this office be notified of the results so that we can recalculate the appropriation limit. Section 7910 of the Government Code requires that the Board of Supervisors. establish, by resolution, the appropriations limit at a regularly scheduled meeting or noticed special meeting. There is a further requirement that fifteen days prior to the meeting documentation used in the determination of the appropriations limit shall be available to the public. Such documentation will be retained in this office.
