HomeMy WebLinkAboutMINUTES - 06101986 - 1.47 TO: BOARD OF SUPERVISORS FROM: Sheriff-Coroner Contra Costa DATE: May 27, 1986 County SUBJECT: Contract for Psychological Counselling SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION Approve and authorize the Sheriff-Coroner to execute on behalf of the County a contract with Occupational Health Services for psychological counselling services to Sheriff' s Department employees for the period July 1, 1986 through June 30, 1987. II . FINANCIAL IMPACT The cost of this contract will be $26,300, an increase of $4,200 over the last fiscal year. This increase is due to the following factors: 1) There has been no increase for the past two years in the contract, and O.H.S. must pay higher rates to the actual contractors; 2) The Contra Costa County Sheriff' s Department has a usage rate which has increased dramatically in the three years of the contract (14% increase in FY84-85, 26% increase in FY85-86) as the program has become more well known. Our usage rate exceeds the rate for the average law enforcement agency (15% usage versus 10% average); 3) The Sheriff desires to raise the number of visits for non-sworn employees (from six to eleven) to the level of sworn employees. Law enforcement stress impacts non-sworn employees to a similar extent (example: dispatchers) , and their need is no less than sworn employees. III . REASONS FOR RECOMMENDATION The Sheriff (and others in the field) feel that stress counselling can reduce workers compensation and disability retirement claims. All major law enforcement agencies have similar contracts. IV. BACKGROUND For the last four years this department has had contracts to provide emergency psychological counselling to all sworn employees of the department. This program has become an essential part of the overall employee assistance package, and many employees have received significant help in their personal and professional lives through the use of this program. I V. CONSEQUENCES OF NEGATIVE ACTION Increases in workers compensation and disability retirement claims. Serious labor relations problems would develop by retracting a benefit on which the employees now depend. In some instances, stress counselling would be terminated during the middle of vital counselling sessions. This program has the highest priority within the Sheriff' s Department. 1>
