SPECIFIC REQUEST(S) OR RECCMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Ratify the actions of the Executive Director, Contra Costa County
Private Industry Council (PIC), in executing and submitting, on behalf
of the County, thirteen (13) State Education Coordination and Grants
Requests for Proposals (SECG 8% Funds) identified below, to the State
Department of Education for possible funding during Program Year 1986-
87 (July 1, 1986 - June 30, 1987):

II. FINANCIAL IMPACT:
None. 100 percent federal funds being requested.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On April 10, 1986, the State Job Training Coordinating Council approved the
process, priorities, and criteria for funding the RFP (Request For
Proposal) portion (30%) of the State Education and Coordination Grants
(SECG) 8% funds under the Job Training Partnership Act.
As part of this RFP process, applicants (either local education agencies or
Community Based Organizations) must have their RFP's approved for
submission by the Chief Elected Official, the PIC Chair and the
Administrative Director of the local Service Delivery Area (SDA).
Completed RFP's must be submitted to the State Department of Education in
Sacramento no later than 3 pm on June 3, 1986.

Due to the short time frame and in order to provide local agencies maximum
opportunity to prepare the actual RFP, the Private Industry Council of
Contra Costa County at its meeting of April 21, 1986, requested interested
agencies to submit a short summary (two copies of the RFP signature page)
to the PIC Office by Thursday, May 15. The Private Industry Council at its
meeting of May 19, 1986 reviewed all "summaries" submitted and approved
their submission.
Due to the limited time frame for meeting the submission deadline these
RFP's have been executed by the PIC Executive Director and the PIC Chair
and returned to the agencies preparing these SECG 8% RFPs. Since the
Board was not meeting on May 27, 1986, the Contra Costa County Private
Industry Council requests that the Board of Supervisors ratify the action
of the PIC Executive Director in executing and submitting these SECG
proposals.
