Diablo Rehab- provide job training, vocational 509000 ilitation Center counseling and job placement services through its Business Office Occupations Training Program for Department of Rehabilitation referred clients Phoenix Programs, provide individual occupational skills 25,677 Inc. training with schools approved for JTPA individual referrals for 10 mentally disabled adults Phoenix Programs, provide transitional employment 18,677 Inc. opportunities in private sector jobs for 15 mentally disabled adults Richmond Unified pilot project providing assessment, 505000 School District classroom training and job placement to disadvantaged potential dropout population Rubicon Programs, provide work tryout experience and 50,000 Inc. training in food services through business based classroom model for 40 disabled youths Rubicon Programs, provide training and work tryout 50,000 Inc. experience in grounds and building services through a business based community classroom model for 40 disabled youths San Ramon Valley provide services to 130 students 50,000 Unified School identified as "high risk youths" District (those having high potential for drug abuse, incarceration, unemploy- ment, etc.) II. FINANCIAL IMPACT: None. 100 percent federal funds being requested. III. REASONS FOR RECOMMENDATION/BACKGROUND: On April 10, 1986, the State Job Training Coordinating Council approved the process, priorities, and criteria for funding the RFP (Request For Proposal) portion (30%) of the State Education and Coordination Grants (SECG) 8% funds under the Job Training Partnership Act. As part of this RFP process, applicants (either local education agencies or Community Based Organizations) must have their RFP's approved for submission by the Chief Elected Official, the PIC Chair and the Administrative Director of the local Service Delivery Area (SDA). Completed RFP's must be submitted to the State Department of Education in Sacramento no later than 3 pm on June 3, 1986. Y -3- Due to the short time frame and in order to provide local agencies maximum opportunity to prepare the actual RFP, the Private Industry Council of Contra Costa County at its meeting of April 21, 1986, requested interested agencies to submit a short summary (two copies of the RFP signature page) to the PIC Office by Thursday, May 15. The Private Industry Council at its meeting of May 19, 1986 reviewed all "summaries" submitted and approved their submission. Due to the limited time frame for meeting the submission deadline these RFP's have been executed by the PIC Executive Director and the PIC Chair and returned to the agencies preparing these SECG 8% RFPs. Since the Board was not meeting on May 27, 1986, the Contra Costa County Private Industry Council requests that the Board of Supervisors ratify the action of the PIC Executive Director in executing and submitting these SECG proposals.
