SUBJECT: Authorizing Execution of JTPA Title III Dislocated Worker Contract
with Worldwide Educational Services, Inc. (County #19-3009-0)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive' Director, Contra Costa County Private Industry
Council, to execute on behalf of the County, standard form Contract
#19-3009-0 with Worldwide Educational Services, Inc., to provide Job
Search Training and Transitional Services under Title III of the Job
Training Partnership Act (JTPA) for approximately seventy-five (75)
workers laid-off from Montgomery Ward Credit Center, Walnut Creek, for
the term beginning May 15, 1986 and ending October 31, 1986, with a
maximum payment limit not to exceed $88,825.
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Order dated April 8, 1986, the Board authorized the Executive
Director, Contra Costa County Private Industry Council, to execute and
submit an application to the State Job Training Coordinating Council
(SJTCC) for $313,600 in JTPA Title III funds, to operate a Dislocated
Workers Program for workers laid-off from Montgomery Ward Credit
Center in Walnut Creek.
On May 8, 1986, the State Job Training Coordinating Council's
Operations and Oversight Committee approved the County's application
for assistance, at the overall program amount of $104,500 and
recommended approval to the SJTCC Executive Committee. Final approval
of this project is expected at the SJTCC meeting on June 23, 1986.
This contract will provide Job Search Training, On-the-Job and
Classroom training, and job placement to approximately seventy-five
(75) JTPA Title III eligible enrollees.

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute on behalf of the County, standard form Contract
19-1078-0 with the Contra Costa County Office of Education for operation of
the County's 1986 Summer Youth Employment and Training Program (SYETP)
under Title IIB of the Job Training Partnership Act (JTPA), for the term
beginning April 1, 1986 and ending September 30, 1986, with a maximum
payment limit not to exceed $1,240,148, and subject to approval by County
Counsel as to legal form.
II. FINANCIAL IMPACT:
None. Funds for this contract are 100% federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Order dated April 1, 1986, the Board authorized contract
negotiations with the Contra Costa County Office of Education for the
term beginning April 1, 1986 and ending September 30, 1986, and with a
maximum payment limit not to exceed $1,058,234. The $1,240,148 maximum
payment limit specified in the above request to execute reflects the
additional amount available to the Service Provider as a result of the
April 4, 1986 notification of the County's final SYETP allocation for
1986.
The SYETP contract will provide for work experience, vocational
asessment, counseling and job palcement services to approximately 1,200
disadvantaged youths residing in Contra Costa County, excluding residents
of the City of Richmond.
Authorizing the Private Industry Council Executive Director to execute
the contract document will expedite the administrative process, and
assure timely program implementation.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute Contract Amendments with existing Job Training
Partnership Act (JTPA) Title II-A Contractors as specified in the
attached "JTPA Title II-A Specifications Chart", effective June 3,
1986, to provide training services to additional JTPA-eligible
participants and increase the respective Contract Payment Limits, and
under terms and conditions as more particularly set forth in said
Contract Amendments.
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Orders dated June 4, 1985 and October 29, 1985, the Board
authorized the execution of Title II-A Contracts and certain Amendments
thereto with the above mentioned Contractors for the fourteen-month
period beginning July 1, 1985 and ending August 31, 1986, to provide JTPA
services/training to JTPA-eligible Contra Costa County residents.
At its meeting of September 16, 1985, the Private Industry Council of
Contra Costa County recommended that all Employer Based Program Training
funds, unprogrammed as of December 31, 1985, be re-programmed to provide
training to additional participants under the PIC Regional Office
Training Services Contracts and the Tryout Employment Program for Youth
Contract.
These Amendments will provide employment training services for
approximately 55 additional participants.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute on behalf of the County, Standard Form Contract
Amendments with existing Job Training Partnership Act (JTPA) Title
II-A Contractors as specified in the attached "JTPA Title II-A 3%
Older Workers Program Specifications Chart", effective June 3, 1986,
to allow for the reprogramming of certain Title II-A 3% funds by
increasing/decreasing the respective Contract Payment Limits.
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Orders dated May 21, 1985 and October 29, 1985, the Board
authorized the execution of Contracts and certain Amendments thereto
with the above-mentioned Contractors for the twelve-month period
beginning July 1, 1985 and ending June 30, 1986, to provide Job
Search/Classroom/On-the-Job Training and Job Placement services for
JTPA-eligible Older Workers residing in Contra Costa County.
At its meeting of April 21, 1986, the Private Industry Council of
Contra Costa County approved the reduction of $17,000 in Older Worker
Program funds serving West County residents for reprogramming to
Central County and the Pittsburg/Antioch Area.
These Contract Amendments are necessary in order to implement these
requested transfers and will provide increased participant enrollment
in the Central County and Pittsburg/Antioch Areas.

Worksite Agreement with the State Employment Development Department
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Authorize the Executive Director, Contra Costa County Private
Industry Council, to execute on behalf of the County, a Non-
Financial Worksite Agreement (County #19-8062-0) with the State
Employment Development Department for the County's Summer Youth
Jobs Program (SYJP) for the period beginning June 3, 1986 and
ending September 26, 1986, to provide work experience for
unemployed youths residing in Contra Costa County.
B. Authorize said Director to begin hiring, on or after June 10, 1986,
six (6) youths residing in Contra Costa County, as temporary County
employees, for subsequent Summer Youth Jobs Project worksite
placement with the State Employment Development Department.
II. FINANCIALJMPACTf
NONE.
III. REASON FOR RECOMMENDATION/BACKGROUND:
The Private Industry Council has been awarded a $9,200 Community
Development Block Grant (CDBG) to supplement the Summer Youth Jobs
Program job placement staff of the local State Employment Development
Department (EDD). The grant will create six (6) job positions. The
youths selected for these positions will be made temporary County
employees and outstationed in EDD operated summer youth job centers.
They will be responsible for helping other unemployed youths in Contra
Costa County to find summer employment. The Private Industry Council
Director through a Community Development Program 1986-1987
Interdepartmental Agreement for the Project Work Program is authorized
to administer said funds for the payment of wages and fringe benefits
for the SYJP participants. This grant was previously approved by the
Board of Supervisors.

III. REASON FOR RECOMMENDATION/BACKGROUND:
By its Order dated June 10, 1986, the Board accepted the $31,000 donation
in private funds from Chevron U.S.A. Inc., to provide employment
opportunities for twenty-four (24) County youths under the County's 1986
Unsubsidized Summer Youth Job Program (SYJP), and authorized the Private
Industry Council Director to administer said funds for the payment of
wages and fringe benefits for SYJP participants.
The agencies listed in the attached "Worksite Agency Listing" have been
selected by the County's Private Industry Council to provide training
sites for these SYJP youth.
