HomeMy WebLinkAboutMINUTES - 05061986 - X.8 TO: BOARD OF SUPERVISORS FROM: Tom Powers , 1st District Supervisor Contra Costa DATE: May 6 , 1986 County SUBJECT: Assembly Bill No. 4205 SPECIFIC REOUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation: That the Contra Costa County Board of Supervisors support the passage of Assembly Bill No. 4205 which would establish a Bay Area Port Advisory Task Force to study the question of whether or not a Bay Area Port Authority should be established; and that AB 4205 should be amended to include an additional representative from the County of Contra Costa to represent private ports and the commercial airport and that a technical advisory committee of local port staff personnel be advisory to the Bay Area Port Advisory Task Force. Background: Existing law does not require a study of whether a Bay Area Port Authority should be formed. This bill would create a Bay Area Port Advisory Task Force consisting of specified members and would require the Advisory Task Force to address specified questions , including whether a Bay Area Port Authority should be formed. The bill would require staff for the Task Force to be .made available from existing State Legislative Staff and would require the Task Force to submit its findings to the Governor and the legislature by July 1, 1987. Appointments to the task force shall be made by 36 January 15, 1987. The task force shall meet not less than 37 once each month from February through June, 1987 38 1702. The task force shall specifically address the 39 following issues. 40 (a) Whether a.Bay Area Port Authority be formed. 98 100 I —3— AB 4205 1 (b) The type of management and structure of any 2 authority formed and potential activities which might be 3 undertaken. 4 (c) Whether specialization among the ports should be 5 encouraged. 6 (d) Whether the economic and environmental i 7 well-being of the bay area can be enhanced by 8 coordinated planning and growth. 9 1q8r3-: 10 1703. Staff for the task force shall be made available 11 from existing state legislative staff: Staff assistance shall ' 12 include preparation of a preliminary working document 13 for the task force by February 1, 1987. 14 1704. The task force shall submit a report on its 15 findings, together with its recommendations, to the 16 Governor and the Legislature not later than July 1, 4988 j 17 1987.
