SUBJECT: OAKLEY PARKS DEVELOPMENT AND MAINTENANCE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer the matter of Oakley parks
development and maintenance to the Community Development Department
for the rapid development of an RFP for a parks consultant.
BACKGROUND INFORMATION: For over a year the Oakley
Municipal Advisory Council (OMAC) has been developing plans for parks
and park maintenance. I believe the parks are a very important
ingredient to the quality of life and that we must develop and finance
a quality park system for Oakley.
To that end, I wrote the attached letter dated April 3 ,
1986 , and attended a commuunity meeting along with Karl Wandry and
Dennis Fransen sponsored by OMAC on April 21. There is a high
community interest in proceeding with park acquisition and pursuit of
a ballot measure for establishing a maintenance fee for Oakley parks.
GMAC has established a park subcommittee to spearhead coordination of
community groups , the Oakley School District and other interested
parties in working on this effort.
It is necessary, in my opinion, to form a special district
to to go to the ballot for the purpose of park maintenance. It is
also necessary to obtain a park consultant to ( 1) develop a parks
maintenance plan, ( 2 ) to work with the community in reviewing
alternate sites and financing mechanisms; ( 3 ) to assist the Community
Development Department in applying for state park bond money for
Oakley to meet the October filing deadline for the grant applications.
Furthermore, the parks sytem and "master plan" should be reflected in
the Oakley General Plan.
Approximately $311, 000 has been collected from park
dedication fees for these planning purposes and the OMAC is the
advisory body for funding recommendations.
In my previous referral of March 25 , 1986 (copy attached) , I
referred the questino of OMAC staffing and the use of park dedication
fees to assist in OMAC' s park planning efforts . The Finance Committee
on May 5, 1986 discussed this item and decided that this issue should
be reviewed in the -context of this report. The question of staff
assistance to GMAC in working with the community on the parks issues
should be considered as part of the RFP process.

RECOMMENDED ACTION: Refer 'to the County Administrator, County
Counsel and the Finance Committee for determination the request from
the Oakley Municipal Advisory Council and the Oakley Fire Protection
District for funding.
BACKGROUND, INFORMATION: Some time ago, the Oakley Municipal
Advisory Council (OMAC) and the Oakley Fire Protection District
referred to the county by letter a request for funding to help plan
the future of services for the fire district. Additionally, I know
that GMACa considerable amount of planning for the future
for the p k syste;4 of Oakley.
OMAC wa ed as multi-agency coordinating body ,to advise on
the plans for Oakley's future. As part of their work plan, we had
also instructed them to look at possible consolidation of various
districts and agency services for Oakley.
The Oakley Water District and the Oakley Sanitary District and-
each agreed to provide $600 to the planning staff of OMAC in accessing
its work program for the coming year.
I concur with their request that the fire dis sho be
co-participants in the funding of this effort. Furthermore, would
e--1-add that I believe that it would be appropriate o expend some of the
park district. assets of OMAC's jurisdiction (fo rly LIB-11) o this
purpose.

Dear Bill:
I would like to meet with you as soon as possible
regarding a future park system for Oakley. I think a park
system is an important part of the quality of life. Much
needs to be done to develop a quality park system for
Oakley. I appreciate the fact that you are currently
working on these issues. I have several suggestions that I
would like to share with you. I am also interested to know
the status of your current plans.
One thing that OMAC should immediately consider is
applying for state park bond money in the upcoming appli-
cation cycle. Close to $5 million for park development was
allocated for the S.F. Bay Area during the first funding
cycle (Discovery Bay received $100,000) . I believe close to
$25 million will be considered for allocation state-wide
during this next cycle. Oakley should submit an
application.
Associated with the application process would be an
examination of Oakley' s park plan. Do we have a real
specific "master plan?" I believe one is needed so we can
target land for acquisition and dedication. Such a fully o
developed "Master Plan" (based on the new General Plan soon
to be adopted) would be a basis for re-examining the level
of park dedication fee.
Second is the bigger issue of maintenance and operation
of any park system. I know this is one you have been
working on. I believe it is possible to set up a county
service district right away which could be the vehicle for
putting a ballot measure to the voters on the question of a
park maintenance fund. Research is needed to find out what
the deadline is for putting such an issue on the November
1986 ballot.

If you are interested in pursuing this, we need to
begin work immediately. I would be willing to help you
research the election filing deadline and the procedures for
setting up the special county service district. A more
lengthy process is available by going through the LAFCO
process to form a community services district. This,
however, may not be necessary and may be too lengthy of a
process. If the former approach is used, OMAC would be the
advisory body for the county service district and make
recommendations which would basically be supported by the
Board of Supervisors in allocation of funds and park plans.
You should note, by the way, that a county park service
area in Crockett is preparing for a ballot measure for the
November 1986 ballot.
Thirdly, there have been requests from some recreation
districts for park dedication fee increases. Additionally,
if a community has a .park plan, it is possible to implement
the parks plan not only through park dedication fees but
through actual conditions on subdivision maps which go
beyond park dedication fees.
I am most interested in addressing these issues and
look forwarding to working with OMAC in addressing the park
needs of your community.

Supervisor'Tom Torlakson pointed out: at' the
GMAC meeting held April 21 that since 24 acres of
park sites are allowed for the Oakley area, there
~should--be•something,on--the-November ballot to
authorize funds to cover maintenance of these parks
once they are.established.
One method of creating these funds would be to
have each household assessed $60 per year which.
_ - would be equivalent to a 65.contribution per month.
There would be exceptions made for senior citizens.
He estimated that the maintenance expense on two
acres would be approximately.$18,000 per year,
based on information,obtained through-the Public
Works Department.
Torlakson continued during`his'-presentation to
commend OMAC for their work regarding park devel-
opment, and commented that they could possibly
make more information available to the public by way
of the local press or newsletters.He felt that the com-
E . . munity needs to be updated on this issue regularly.
Since most of the people in the subdivision expressing
concern for parks are full time workers, and cannot
get to regular meetings when their day starts early
and ends late.
He also emphasized the importance of community,
involvement and input. '
Bill Harvey, President of GMAC,then requested in-
put'and feedback regarding the General Plan.
