HomeMy WebLinkAboutMINUTES - 05061986 - T.5 T. 5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 6 , 1986, by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson and Powers NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------- ------------------------------------------------------------------- SUBJECT: Area Planning Commissions The Board on April 29 , 1986 approved recommendations numbers 2, 3 and 4 of the Growth Management Committee report dated March 4, 1986 on Growth Management for City Spheres of Influence and referred same to the new General Plan Review Citizens Advisory Committee as its charge, and thereupon fixed this time for hearing on recommendation number 1, the issue of Area Planning Commissions. Chairman Powers reviewed the four options outlined in the April 29 , 1986 report of the Director of Community Development entitled "Planning Commissions" which were as follows: Option I . County Planning Commission, San Ramon Valley Area Planning Commission and Zoning Administrator Option II . Option I with the addition of four regional planning commisions or coordinating committees Option III . County Planning Commission (hearing general plans, rezonings, county-wide policy issues) , and augmented Zoning Administrator (hearing all other planning items) Option IV. County Planning Commission (hearing general plans, county-wide policy issues) , County Zoning Commission (hearing all major rezonings, subdivsions, appeals from Zoning Administrator) and Zoning Administrator (hearing all other zoning items) Supervisor Torlakson distributed a report dated May 6, 1986 entitled "Remaining Issues Regarding the Formation of East County Planning Commission, " stating it summarized some of the issues discusssed at the last meeting and previously. Supervisor Torlakson advised that the Pittsburg City Council last evening expressed an interest in the concept of regional planning commissions and voted to participate and that the City of Antioch is firmly in support of the concept. Chairman Powers read a letter from Enrico E. Cinquini of CBC-Cinquini Real Estate urging the Board to support Option I and requesting establishment of a Commission to resolve the major problem of traffic. Chairman Powers declared the hearing open and the following persons appeared to speak: Mayor Nate Fisher of the City of Brentwood who adivsed that on March 25 , 1986 , the City Council unanimously approved the concept of a regional planning commission for East Contra Costa County. Constance Brady, 2690 Taylor,Bethel Island, Chairman of the committee appointed by the East Diablo Planning Advisory Committee to work on a regional planning commission, who urged approval of Option II . Robyn Paulson, 2800 Gentry Town #26 , Antioch, representing "Planet Earth" who favored a regional planning commission. Charles Pringle, P. 0. Box 658, Brentwood, who stated that he was not in favor of any planning commission and expressed concern that decisions affecting the East County Area be made by residents of the area and he further expressed concern over who might be appointed to the regional planning commission and over the traffic problems and growth management problems. Howard Holmes, P. 0. Box 346, Bethel Island 94511, representing Bethel Island Municipal Improvement Association, who stated he was reaffirming the Association' s endorsement of the regional planning commission concept. Kim Vosley, 870 Camino Diablo, Brentwood, who stated she was strongly in support of the East County Regional Planning Commission which will give responsibility to the community which is most impacted by planning in the area. Julie Foreman, Doyle Lane, Oakley, who advised that she was very concerned about growth and true representation and favored a local planning commission. At the request of Supervisor Fanden, Chairman Powers clarified the role of an area planning commission, stating that county-wide matters such as landfill and reservoirs would be heard by the County Planning Commission regardless of their proposed locations. Ken Smith, P. 0. Box 42 , Knightsen, who stated he was a farmer in the area and commented on the unique characteristics of the area, and indicated his favor of a regional planning commission. Darrylynn Shatting, P. 0. Box 226 , Knightsen, Vice President of the Knightsen Community Council, who indicated favor for the regional planning commissions. Wayne Bennett, Mayor of the City of San Ramon, and a member of the Contra Costa Conty Mayors Conference Task Force, who advised that the City of San Ramon as well as the Mayors Conference support Option II , commenting that area planning commissions have worked well in both San Ramon and Orinda. Anthony Souza, 340 West Grantline, Tracy, who requested that the board consider in the various options a concept that does not add to the layers of bureauracy in the County government and does not further delay the ability of business people to effectuate business in Contra Costa County. Mr. Souza requested that the Board in the appointment of planning commissioners be careful to provide a sufficient cross-section of citizenry to avoid imbalance between city and unincorporationed areas. Mr. Souza further requested clarification of the phrases urban limit line and greenbelt. Michael Ingall, Santa Clara, representing Pulte Home Corporation, a land development/home building company with current holdings in Oakley, who spoke in favor of Option II . Emmett Clifford, 2641 Crow Canyon Road, San Ramon, representing the Building Industry of Northern California, who stated that the Building Industry favors good planning, but expressed concern that there not be a delay in processing the current applications. He urged that consideration be given as to how to handle the transition period and that applications not be returned pending appointments to the regional planning commissions. The public testimony having been concluded, Supervisor McPeak commented that she supports the area planning commissions but she felt the Board needed to have more time to discuss the details. Supervisor Fanden moved to support the area planning commissions, (Option II ) but only if there would be a West County Planning Commission also with the same power and authority as the East County Regional Planning Commission and the San Ramon Valley Area Planning Commision, and that it not be designated a coordinating council. Supervisor Torlakson commented that he supported the con- cept and would support a commission for West County, but that it does involve communication with the cities and the unincorported communities to define the exact form that takes. Supervisor Schroder commented that the regional planning commissions would have input into all of the planning efforts within a region whether it be incorporated or unincorporated and that he would hope that when the confirguration of these regional bodies is drawn, that all the planning efforts within that region will be taken into consideration and that the problems that are created by development within the incorported and unincorported communities would be addressed, including concerns for traffic, air, open space and all of the concerns for the quality of life that are affected by development. Chairman Powers commented that he was pleased to see the motion for area planning commissions and that he would support it wholeheartdly. By unanimous vote, IT IS BY THE BOARD ORDERED THAT Supervisor Fanden' s motion to approve area planning commissions (Option II ) including one for West County is APPROVED. Supervisor Torlakson thereupon expressed the Board' s appreciation and thanks to the Growth Management Committee for its efforts in working through the process and working with the cities and bringing forward the options in its report and for working with the Contra Costa County Mayors ' Conference on this critical issue.
