Storm Relief Funds
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the Board appoint the County Disaster Council to serve as an
advisory body which consists of representatives of each affected local
agency eligible for storm and flood relief assistance, according to AB
2536 by Assemblyman Cortese.
BACKGROUND:
In an effort to provide prompt assistance to local governments so that
they can continue efforts. to repair damages caused by the February
1986 storms and floods, $15 million from the $80 million appropriation
contained in AB 2536 (Chapter 16, Statutes of 1986) is being allocated
to counties for distribution to local agencies. Allocations have been .
made based on an Office of Emergency Services survey of damages to
public agencies. . In addition to the initial $15 million allocation,
$25 million is being . set aside to meet the local cost share
requirements of projects eligible. for funding under the Federal
Disaster. Relief Act (PL 93-288) . Funding will be available upon
approval of completed Damage Survey Report. The Office of Emergency
Services (OES) is administering this program and has issued a press
release and has sent information to local agencies about payment
regarding claims.
Within 10 days of receipt by the county of all claims by local
agencies, the Board of Supervisors shall . form an advisory body
consisting of representatives from each affected local agency. The
advisory body shall advise .and consult with the Board of Supervisors
on the allocation on funds received by the county. A noticed public
hearing on the advisory body's recommendations must be conducted
within 20 days following formation of the group. The Board of
Supervisors has the responsibility for deciding the amounts to be
allocated. Its decisions .are final. It is the Legislature's. intent
that these funds be allocated primarily in proportion to the losses
suffered and the costs incurred by a local agency. April 30, was the
deadline for submission of damage claims. Contra Costa County has
recieved $169,688.00 as its share of the initial $15 million
allocation.

The Office of Emergency Services is administering the provisions of AB
2536. Cecil Williams, Director of OES will convene the advisory
committee.
The board will need to receive the committee's recommendations and
hold a public hearing before money is allocated on May 20.
FINANCIAL IMPACT•
The funds spent by the County in the following categories are
reimbursable:
To ensure that federal assistance is not jeopardized, this initial
allocation of funds may be used for the following purposes only:
Expenditures for permits, licenses or authorizations required by
federal, state or local laws.
General administrative and overhead costs, including fringe benefits,
costs required for the operation of local emergency operation centers
and costs incurred in operating disaster application centers.
Expenses incurred by the local agency in filing applications,
including accounting, clerical and disaster related indirect staff
services.
Replacement costs for tools and equipment destroyed during disaster
response operations.
All other direct costs relating to the storm activities, which are not
otherwise funded through Federal subvention programs or not expressly
prohibited by law or the Constitution of the State.
The County Office of Emergency Services is working with the State
Office of Emergency Services to facilitate the process for
distribution of these funds. County government incurred major costs
as a result of the February storms.
None of the funds may be distributed until paragraph two of the
background is implemented.
CONSEQUENCES OF NEGATIVE ACTION:
Loss of potential supplemental funds for local agencies that sustained
losses in the Februray storms.
