SUBJECT: Southeast County General Plan Review Subcommittee
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1) Reaffirm the existing structure of the Countywide General Plan Review
Subcommittee for Southeastern County as previously established by the Board
of Supervisors.
2) Make no changes to the charge or geographic boundaries of the committee
responsibilities.
3) Confirm the appointments and nominations to the Committee as shown on
Attachment A.
4) Instruct the Community Development Department to close the file on the
proposed Southeast Contra Costa General Plan Amendment.
FINANCIAL IMPACT
None.
BACKGROUND/JUSTIFICATION
Several letters have been received by the Board of Supervisors recommending
changes in the makeup of the Countywide General Plan Review Subcommittee for
Southeastern Contra Costa County. Copies of those letters are attached.
The status of the Southeast County Subcommittee is that it has already had two
meetings, is totally operational , and has setup a schedule for completion of its
work. The existing Committee representation was established by recommendation
of our Department along with the I-0 Committee in December of 1985. The intent
of the committee makeup was to provide a balance of viewpoints. The Committee
was set up to include both local property owners and agencies and individuals
with proposals that could affect this portion of the County. As was apparent
from the briefing our Department made to the Board on issues in Southeast.
County, external forces may have a major impact on the area. The Pmmittee was
set up to insure that those potentially competing interests wer represented.

Attachment A. The list should be approved by the Board. Only one agency
originally included on the Committee has declined to serve, that is People For
Open Space. The Committee is proceeding without a replacement for that
organization and should.
The EDPAC letter further urged that the area of study should be expanded to
include all of the town of Byron. Such an addition could lead to a discussion
of very localized land use issues of an urban nature. The southeastern county
study area includes only a small portion of southern Byron (only a few acres) in
a 74 square mile study area and did that only for ease of describing the
amendment area. It might make more sense .to delete that portion of Byron.
Since the focus of the general plan effort was to find ways of resolving
conflicting potential uses within planned open space areas, I recommend that the
planning boundary remain as it is, but that if land development issues
surrounding the Town of Byron come up that they would be better reviewed as a
part of the Countywide General Plan Review Committee program.
In response to previous Board instruction, our Department initiated a Southeast
Contra Costa County General Plan Amendment. One public hearing was held on this.
amendment by the County Planning Commission. After that general plan proposal
was scheduled for public hearing, the Board created this Southeast County
Advisory Committee. The Committee's first official and unanimous act was to
request that the proposed Southeast Contra Costa General Plan proposal be
removed from active consideration by the County Planning Commission until such
time as the Committee completes its review of the area. The Board should accept
that recommendation and concur with our Department by closing the file on that
proposed amendment. If needed, an amendment proposal could be reactivated
later.
