RECOMMENDED ACTION: Authorize Chairman to sign letters to local assembly members and state senators urging their support of Assembly Joint Resolution No. 88 and enlist the support of the California County Supervisors' Association to advocate for AJR88, as recommended by the Advisory Housing Commission. II . FINANCIAL IMPACT: Should the proposed federal budget cuts become effective, the administration of the Section 8 program could impact on $1,000,000 per year of state and local funds in Contra Costa County alone. The Assembly Resolution points out that "Local housing authorities do not have the funds necessary to subsidize the responsibility of the federal government to pay for the administration of this federal program." III. REASONS FOR RECOMMENDATION/BACKGROUND: Assemblyman Dan Hauser of Santa Rosa has introduced Assembly Joint Resolution No. 88 (copy attached) in the California Assembly which would petition the President of the United States and Congress to provide funds necessary for local housing authorities to administer the federal Section 8 housing assistance program in an efficient and effective manner. The Assembly Joint Resolution notes that over 115,000 low income households in California receive benefits from this housing program and that effective July 1, 1985 administrative funds to the program were cut by 10%. Additionally, a 10% cut has been proposed effective in June, 1986, with a further 50% reduction scheduled for October 1, 1986. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not urge the support of AJR88 and enlist the support of the California County Supervisors' Association to advocate for AJR88, the proposed federal reductions will severely impact the Housing Authority' s capacity to administer the Section 8 program at the level of service now provided. In addition, the federal government would expect state and local governments to assume the financial burden of providing administrative costs from state and local funds to offset the federal fund reductions.
