I. RECOMMENDED ACTION:
Approve and authorize ! the Chairman to execute on behalf of the County, Contract
x{'23-071-1 with Kirby Cooper, Ph.D. in the amount of $42,000 for the period
May 1, 1986 - April 30, 1987 for the provision of consultation and technical
assistance with regardja Regional Trauma Registry.

II. FINANCIAL IMPACT:
Source of funding for this contract is the State, under State Contract #29-321 with
the State Emergency Medical Services Authority, approved by the Board on October 1,
1985. It is anticipated that this State contract will be extended beyond the
June 24, 1986 expiration date.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On May 24, 1985 the Health Services Department submitted to the State Emergency
Medical Services Authority, contingent upon approval by the Board of Supervisors,
a proposal for a regional trauma registry for 'Bay Area Counties. On July 22, the
Department was advisedi that the proposal was accepted for funding by the State.
A regional trauma registry will provide Contra Costa and the other Bay Area counties
with a source of data) collection and analysis for the establishment and ongoing
monitoring of a local trauma system. It will further provide a system for
evaluation of trauma centers performance, as required in the proposed regulations
for trauma systems implementation. A regional approach reduces the duplicative
efforts of the Bay Area counties and the possibility of different standards being
established. A regional approach is cost effective, efficient, and provides the
means to promote research in trauma care.
Contra Costa County Emergency Medical Services staff will contribute to the trauma
registry project by assisting in the planning, pre-hospital data collection,
training of pre-hospital and hospital personnel, and evaluation of the effec-
tiveness of the registry. With the exception of Marin County, which abstained, the
Bay Area Regional Emergency Medical Services Council has endorsed this project and
its members will participate in the planning and development . Under this sub-
contract, Dr. Cooper will provide direction, consultation, and technical assistance
to the Regional Trauma Registry Project.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) . //
