SUBJECT: Approve the Assignment of North Richmond Bypass Federal Aid Urban
Funds to the Santa Clara County Traffic Authority
Specific Requests or Recommendations A Background A Justification
RECOMMENDATION
Approve and authorize the City of Richmond to assign $2,103,000 of Federal Aid Urban funds
to the Santa Clara County Traffic Authority in exchange for eighty percent (80%) of that
amount in funds to construct phases II and III of the North Richmond Bypass.

REASONS FOR RECOMMENDATION/BACKGROUND
The City of Richmond and the County have been trying to fund the construction of the North
Richmond Bypass between Castro Road and Parr Boulevard in the North Richmond area for many
years. In 1984, the Federal Aid Urban (FAU) funds, in the amount of $2,103,000, became
available for this project. The envitronmental process for this project is well under way;
however, in order to obtain all the necessary approvals from the Federal agencies, the
project will not be able to start construction until 1987 or later.
Currently, the Flood Control District in conjunction with the Federal Corps of Engineers is
planning to advertise the Wildcat Creek flood control project this summer. Since both the
North Richmond Bypass Project and the Flood Control Project are in the same location,
substantial cost saving can result if the construction of these two projects are
co-ordinated. The North Richmond Bypass Project requires construction of two bridge
crossings over Wildcat Creek and San Pablo Creek respectively. We propose that these two
bridges be constructed concurrent with the creek project so that excavated material from
the creek project can be used as fill material for the bridge approaches. To advance the
road construction project would require us to relinquish our claim to the Federal funds
unless we trade these funds for local funds from another agency. Santa Clara County
Traffic Authority (Measure A) is willing to buy the Federal funds at a rate of 80 cents
local to $1 .00 Federal funds. City of Richmond and County both feel that the reduction in
Federal red tape, the cost saving from project co-ordination and the chance of completing
the project, at least one year ahead of schedule, justify this proposed trade.
To-assure that the County' s total commitment to the project will not exceed $200,000 as
originally negotiated, the City of Richmond has gone on record guaranteeing the completion
of the North Richmond Bypass project and the City will absorb any cost overrun if it occurs.
