SUBJECT: Legislation: Senate Constitutional Amendment 34
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Adopt a position or support for SCA 34 by Senator Marks.
BACKGROUND:
Existing provisions of the State Constitution provide that
cities, counties, and special districts may impose special taxes
only by a two-thirds vote of their electors. SCA 34 has been
introduced by Senator Marks to provide an exception to this
requirement.
SCA 34 provides that a city, county, or special district which
provides emergency services may impose special taxes for the
purpose of funding those emergency services. by a majority vote of
its voters rather than a two-thirds vote. Emergency services are
defined to include fire suppression, fire prevention, emergency
medical services, and police protection.

The Health Services Director has recommended that the Board
support SCA 34 in order to assist the County in the financing of
such programs as fire, police, and emergency medical services.
This office concurs in that recommendation.
