May 19, 1986 County � SUBJECT: Priority Attention of County Staff to Senate Bill 878 Issues SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt as a Board of Supervisors ' policy that the following departments are directed to give priority attention during the next 30-45 days to the development of the SB 878 expenditure plan and the process for placing the plan on the November 1986 ballot, and direct the respective department heads to advise the Board of Supervisors immediately if any other assigned Board priorities will interfere with providing adequate staff resources to complete work on the SB 878 expenditure plan in a timely manner: Community Development Department - One staff person to prepare the expenditure plan Public Works Department - One engineer to provide technical support to the development of the plan County Counsel - One attorney to insure that the process followed in placing the expenditure plan on the ballot complies with the provisions of SB 878 County Administrator - sufficient staff resources to oversee the development of the expenditure plan and actions needed to place an appropriate proposition on the November, 1986 ballot in a timely manner. BACKGROUND: The next several weeks will be critical in preparing the expenditure plan which will, hopefully, be placed on the ballot in November, 1986 . To accomplish this, SB 878 lays out a detailed process of reviews and approvals which must be completed in a prescribed order before the matter may be placed on 'the ballot. It is important that the Board of Supervisors emphasize to the departments involved the urgency of providing sufficient . staff resources to insure that every step involved in producing the expenditure plan and obtaining its approval from all of the involved agencies proceeds smoothly, in a timely manner, and in strict accordance with SB 878. We, therefore, believe that approval of the above recommendation is urgent and essential.
