SUBJECT: RESOLUTION IN SUPPORT OF ASSEMBLY BILL 2759
WHICH PROVIDES FOR ADDITIONAL STATE FUNDING FOR
COUNTY VETERAN SERVICE OFFICERS
SPECIFIC REOUESY(S) OR RECOMMENDATION(S) &c BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Adopt the attached resolution in support of AB 2759, and forward copies to each
member of the Assembly Committee on Veterans Affairs and Committee on Ways and Means.
FINANCIAL IMPACT '
Enactment of AB 2759 would provide additional State funding for County Veteran
Service Officers in an -amount to be determined. No County funds required.
BACKGROUND
Veterans and/or family members apply for Federal Veterans Administration benefits
through the County Veterans Resources Center. The application is completed by the
County Veteran Service Officer. Subsequent awards of,VA money offset State and
local funds. Passage of AB 2759 will require the State to fund the County Veterans
Service Officer commensurate with State monies saved.

DRAFT RESOLUTION - AB 2759
WHEREAS, California has in excess of 3,000,000 veterans, including
900,000 Vietnam Era; 800,000 Korean Conflict; and 1,000,000 World War II
Veterans; and
WHEREAS, the County of Contra Costa has in excess of 120,.000 veteran
residents; and
WHEREAS, the California Military and Veterans Code declares that
the County Board of Supervisors may establish and fund a Veterans Service
Officer with monetary assistance from the State; and
WHEREAS,. a need exists in each County to maintain each office to
assist veterans, their dependents, their widows and war orphans in
obtaining rightful Federal benefits from the Veterans Administration in
San Francisco, Los Angeles,, and San Diego; and
WHEREAS, this need is presently being met by the County Veterans
Service Officer and funded primarily from depleting County resources; and
WHEREAS, the State Budget .declares the Veterans Administration paid
$1.1 billion to the veterans community in California during fiscal year
1984-1985 and, of that amount, the Department of Veterans Affairs and
the County.Veterans Service Officers were responsible for.bringing ,in $50 million
from new claims and servicing old ones; and
WHEREAS, Assembly. Bill 2759 will establish procedures for the State
to disburse funds over and above the present $1 million subvention at a
level commensurate with the annual Veterans Administration pay-out and
disbursement amount, to the counties will be on a pro-rata basis in
accordance with the actual workload of each County Veterans Service Officer
under a pre-determined formula;
THEREFORE, BE. IT RESOLVED that the Contra Costa County Board of Supervisors
is on record as supportive of Assembly Bill 2759 which establishes a system
of equitable distribution of funds to counties which are responsible for the
.influx of substantial Federal .monies.
