RECOMMENDATION
Adopt resolution to request Caltrans to begin engineering work on the interim improvements
and indicate the County's commitment to fund the construction of the project.
FINANCIAL IMPACT
This resolution will commit the County and the Cities of Antioch, Brentwood, and Pittsburg
to the funding to the interim Highway 4 improvements when and if funds become available.
REASONS FOR RECOMMENDATION/BACKGROUND
On April 15, 1986, the Board of Supervisors approved the advancement of $25,000 from Road
Funds for the engineering costs of the interim improvement project on Highway 4 and directed
Public Works and Community Development Departments to develop financing mechanism to fund
the improvements.
The development of the financing mechanism is well under way and a report will be submitted
to the Board of Supervisors shortly. In order for Caltrans to start the engineering
process, a resolution from the Board of Supervisors is required. This resolution will
commit the County to fund the project when the County is ready to implement the
improvements. This resolution also implies that if the County decides later that it will
not want to proceed with the project, the County is only obligated to pay the costs incurred
up to that point.

SUBJECT: In the matter of requesting the California Department of Transportation
to begin engineering work on the proposed interim improvements on
Highway 4 at Willow Pass Grade.
Whereas traffic on Highway 4 at the Willow Pass Grade in Contra Costa County is
highly congested during the commute hours, and
Whereas the improvement to this segment of Highway 4 has been the highest priority
unfunded project in Contra Costa County and in the San Francisco Bay Area region
for the last two years , and
Whereas because of the Federal' and State funding shortage, construction of this
much needed improvement on Highway 4 is not anticipated to happen in the near
future, and
Whereas staff has recommended that a $2 million interim project to add one
traffic lane to the westbound direction is feasible and will add 50% to the
westbound capacity of the highway, and
Whereas the cities of Antioch, Brentwood, Pittsburg and the County of Contra Costa
have jointly made available $100,000 for the preliminary engineering cost of
the interim improvement, and
Whereas the Cities and the County have indicated their desire to fund the
construction of the interim improvements, and
Whereas in order to send a message to the California Transportation Commission of
the strong local support and commitment to the improvement of Highway 4 and to
urge the California Transportation Commission to consider favorably the planned
improvement of Highway 4.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors that:
1. Caltrans is requested to begin the engineering work on the interim
improvements on Highway 4 and the Cities of Antioch, Brentwood, Pittsburg
and the County have made $100,000 available for this purpose;
2• The California Transportation Commission is urged to consider favorably
the planned improvement of Highway 4 at the earliest date.
