FINANCIAL IMPACT This resolution will commit the County and the Cities of Antioch, Brentwood, and Pittsburg to the funding to the interim Highway 4 improvements when and if funds become available. REASONS FOR RECOMMENDATION/BACKGROUND On April 15, 1986, the Board of Supervisors approved the advancement of $25,000 from Road Funds for the engineering costs of the interim improvement project on Highway 4 and directed Public Works and Community Development Departments to develop financing mechanism to fund the improvements. The development of the financing mechanism is well under way and a report will be submitted to the Board of Supervisors shortly. In order for Caltrans to start the engineering process, a resolution from the Board of Supervisors is required. This resolution will commit the County to fund the project when the County is ready to implement the improvements. This resolution also implies that if the County decides later that it will not want to proceed with the project, the County is only obligated to pay the costs incurred up to that point.
