SUBJECT: Possible Contamination of Drinking Water
Supervisor Fanden referred to an article in the Tribune
Newspaper, dated May 19 , 1986, advising of studies undertaken at 12
regional military installations that indicate the dumping of toxic
wastes on the sites. She noted that the newspaper article targets
the U. S. Naval Weapons Station at Concord as having at least 12
poisonous sites containing heavy metals, arsenic, and selenium. She
expressed concern that these toxic wastes may be contaminating the
water in the Contra Costa Water District' s channel, thereby
threatening the health of the District' s subscribers. Supervisor
Fanden recommended that the Health Services Director be authorized
to investigate the possibility of contamination of the Water
District' s channel at the Concord Naval Weapons installation.
Board members concurred that the matter needs prompt
investigation. The County Administrator advised that local juris-
dictions have no authority to conduct investigations at military
installations.
THEREFORE IT IS BY THE BOARD ORDERED that the County
Administrator, Health Services Director, and County counsel are
REQUESTED to report to the Board as soon as possible on the investi-
gative process to be followed in assessing the possibility of toxic
materials on-site at the Concord Naval Weapons Station contaminating
the Water District' s channel.
IT IS FURTHER ORDERED that the Director of Community
Development is REQUESTED to write to the Director of the Contra
Costa Water District inquiring of their concern in this area.
f hereby certify thai this is a true and correct copy of
an action taken and entered on the minutes of the
Board of Supervisor,on the date shown.
