SUBJECT: Proposal for Additional Placement Facilities
at the Juvenile Hall Site
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Approve the concept of a 25 bed addition to the Lions Gate
facility.
2. Direct staff to initiate actions necessary to develop necessary
agreements, architectural, financial and program considerations to
implement the project.
3 . Refer consideration of a new 125 bed regional child placement
center on County Juvenile Hall property to the County Administrator,
General Services and County Counsel for further review and discussion with
concerned departments and agencies.
4. Direct that a progress report on both phases of the project
proposals be given to the Board by July 29, 1986 .
BACKGROUND:
Due to the continuing problem experienced by- the Social Service
Department in -locating adequate out-of-home placement facilities for
children, two County facilities on the grounds of the Juvenile Hall have
been leased to a private contract agency to operate needed placement
programs. The two programs, Lions Gate and Pride House, have become
valuable resources but are inadequate to meet child placement needs.
A proposal has been presented by the contractor to add an additional
25 beds to the Lions Gate Facility to increase capacity and allow for
separation of older and younger age groups within the facility.. The
proposal is based upon the construction firm of Goldrich and Kest leasing
the land from the County, constructing the new addition and subleasing to
Health Care Delivery Services, Inc. to operate the program similar to the
arrangement approved for the lease of the former Edgar Shelter - now the
Pride House. The County would ultimately end up with ownership of the
facility.
Preliminary review of the proposal appears favorable but it will
require further review as to specific legal, financial, architectural and
program aspects. It is recommended that the Board give conceptual approval
to the project and direct staff to proceed to develop the necessary
documents and other review steps necessary for the project.

The second phase of the proposal submitted for consideration includes
a new building for 125 beds somewhere on the Juvenile Hall grounds. The
facility would be based upon the same construction and financing as
proposed for the addition to Lions Gate.
The proposed facility would allow for a variety of counseling and
treatment programs as a regional facility for placement of children from
northern California Counties. The proposal would provide a valuable
placement resource for the County and would reduce the staff costs for
traveling to out-of-county placements.
Preliminary review of the limited information available with regard to
the 125 bed facility proposal indicates possible conflict with other
approved development plans on the Juvenile Hall grounds and may involve
environmental and community considerations which will require thorough
consideration. Moreover, the proposal has not had review by other County
Departments such as Health Services and Probation.
It is recommended that the phase II proposal -be referred to the County
Administrator, General Services Department and County Counsel for further
review and discussion with concerned departments and agencies.
In order to keep the Board informed of the status of the two
proposals, it is recommended that a progress report be returned to the
Board by July 29, 1986.
