SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Acknowledge receipt of this report from the County
Administrator of the use of some elements of TSM by County
employees.
2 . Authorize the County Administrator to explore additional
innovative TSM measures, such as carpooling, vanpooling,
public transportation, and to. solicit innovative ideas from
County employees and employee organizations and report back
to the Board.
BACKGROUND:
The Board of Supervisors . requested that the County
Administrator' s Office determine the extent to which County
departments were using TSM to help alleviate traffic problems.
Our office circulated a questionnaire to each department asking
to what extent TSM was being used by employees. This report
focuses primarily on the use of alternative work schedules to
relieve commute hour traffic problems.
Nearly every County department uses some sort of alternative work
schedule, either because of type of service provided by the
department, or simply to suit the wishes of individual employees.
In some cases, the use of alternative work schedules is rather
informal. In other departments, the use of such schedules is
highly structured and has actually been written into memoranda of
understanding with employee organizations.
Probably the most extensive and highly structured use of TSM is
in the General Services Department. Among the schedules used in
General Services are the following:

The Assessor' s Office also uses a 9/80 plan for members of the
Appraisers ' Association. Under this plan, employees work a
9-hour day in a two-week period and have every other Friday off .
The Library offers flex time to employees in non-public service
units. Schedules can vary as follows:
7 : 00 A.M. - 4: 00 P.M.
7 : 30 A.M. - 4: 00 P.M. 1/2 hour lunch
8: 30 A.M. - 5: 30 P.M.
8: 30 A.M. - 5 : 00 P.M. 1/2 hour lunch
9: 00 A.M. - 6:00 P.M.
Staff may not report to work before 7: 00 A.M. , or leave work
before 4 :00 P.M. In effect, this results in a core period of
9: 00 A.M. - 4: 00 P.M. when all employees are present.
Community Development likewise allows flex time around a core
period of 8: 00 A.M. - 4: 00 P.M. for their professional planners
and engineers.
The Probation Department uses a variety of staggered hours,
designed around the availability of clients, and 24-hour shift
schedules in the institutions. Approximately 50a of the
Department' s field staff work 4/10 schedules, which tends to
avoid commuting during the normal commute hours.
Although this survey was not specifically designed to elicit
responses regarding the use of carpooling, several departments
noted that a number of their employees utilize carpooling,
primarily to save money. The County has, of course, encouraged
carpooling by making a conveniently located lot across the street
from the County Administrating Building available on a permit
basis to carpool vehicles.
Finally, the Community Development Department has suggested
establishing a pilot program in vanpooling, utilizing an existing
County vehicle which could be used for vanpooling from Antioch to
Martinez, with the vehicle parked at the Antioch City Hall at
night and on the weekends. If the pilot program is successful,
it could be extended to other areas of the County. We are
currently investigating the possibility of implementing such a
vanpool pilot program.
