Specific Requestlsl or Recommendations A Background & Justification RECOMMENDED ACTION: The Chief Engineer has filed with the Board of Directors, Plans and Specifications for the Pleasdnt Hill' BART Station Street Improvements Phase IIB. The following actions are necessary by the Board of Directors: 1. The project and its Plans and Specifications are APPROVED and the Chief Engineer is DIRECTED to receive bids on June 19, 1986 at 2 p.m. 2. The secretary is DIRECTED to publish the Notice to Contractors in accordance with section 20392 of the Public Contract Code, inviting bids for the work, the Notice to be published in the Contra Costa Times. 3. The project is DETERMINED to be in compliance with the Redevelopment Plan for the Pleasant Hill BART Station Area redevelopment Project. A Final Environmental Impact Report (EIR) has been reviewed and considered by the Agency on July 10, 1984. The Agency incorporates the EIR by reference and ADOPTS as its own findings the statement of environmental impacts and corresponding mitigation measures dealing with the Plan area. 4. The Deputy Executive Director is DIRECTED to file a Notice of Determination with the County Clerk. FINANCIAL IMPACT: The estimated cost of the project is $4,225,000 and is to be paid from Assessment District 1983-1 funds. REASONS FOR RECOMMENDATION/BACKGROUND: This is the third in a series of contracts to construct the infrastructure for the Pleasant Hill BART Station Area Project. This work consists of modifications to the BART Station internal circulation and to the existing parking lots. The modifications provide for replacement of parking spaces which will be lost because of the construction of Oak road extension and Jones Road extension. These improvements also provide for the future construction of the BART parking structure and management of the traffic both on and off the station site as well as providing better local transit access to the station.
