HomeMy WebLinkAboutMINUTES - 05201986 - 1.79 TO: REDEVELOPMENT AGENCY FROM: PHIL BATCHELOR, EXECUTIVE DIRECTOR DATE: May 20, 1986 SUBJECT: Approval of Underground Extension Agreement with PG&E for the Pleasant Hill BART Station Street Improvements Phase IIB, Project No. 7891-6X5591-85 Specific Requests or Recommendations & Background & Justification RECOMMENDED ACTION: APPROVE Underground Extension Agreement with PG&E and AUTHORIZE Executive Director to execute same which provides for reimbursement to Agency for new underground electrical facilities to be constructed by the Agency in the Pleasant Hill BART project. FINANCIAL IMPACT: The Agreement provides for reimbursement for new underground electrical substructure to be constructed by the Agency in the amount of $59,891. The remaining cost of installing the substructure, estimated at $152,298, is subject to reimbursement from electrical revenues over the next three years. REASONS FOR RECOMMENDATION/BACKGROUND: The Agency is constructing new roads for the station project. In order to prevent cutting the roads to install underground utilities when the properties develop, the Agency is installing all utilities now. PG&E in accordance with PUC regulation provides reimbursement for developer-installed substructure (conduit, splice boxes, vaults and trenching) . The Agency is considered the developer of Wayne Drive and Oak Road north of Treat Boulevard since the utility work will be included with the road improvement project. PG&E will provide immediate refund of the cost of the area-wide electrical substructure. They will reimburse the Agency for the development oriented electrical improvements over the next three years from the revenues generated by customers on that system. Based on the anticipated development, reimbursement should occur much before the three year period. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve will lose the reimbursement for installation of the electrical facilities or require later installation when the streets are paved. It will result in signifcant delay and increase cost of the Agency' s improvements. FINANCIAL IMPACT• Agreement provides for full reimbursement for the cost of installing underground telephone facilities with the construction of road improvements. REASONS FOR RECOMMENDATION/BACKGROUND: The Agency is constructing new roads for the Pleasant Hill BART project. This work includes the installation of new utilities as well as undergrounding existing aerial facilities. The Agency is including the construction of underground substructure as a part of its street improvement contract. This provides for efficiencies in construction and coordination as well as cost savings for the utilities involved and the Agency. the Agreement provides for full reimbursement of the Pacific Bell 's ,share of the substructure cost upon completion of that portion of the overall contract. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve will result in significant delay in the contractor' s construction of road improvements. The individual utilities would install their own facilities on their own schedule.
