SUBJECT: SECURITY GUARD SERVICE FOR EL PUEBLO
I . RECOMMENDED ACTION:
Authorize Executive Director of the Housing Authority of the County of Contra
Costa to enter into the proposed agreement for security guard service at El Pueblo
with Argus Security Patrol Service, agreement being for an initial three month period
with a review of the security guard service at the end of three months and
consideration given for continuation or modification of the service; and that funding
be provided for the security guard service from Housing Authority Local Management
Funds, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding for security guard service at E1 Pueblo would be provided from the
Housing Authority' s Local Management Fund which can support the cost of security
guard coverage.
III. REASONS FOR RECOMMENDATION/BACKGROUND: `
In the past several months there has been an outbreak of violence and an
increased presence of individuals who appear to be dealing in drugs on the streets of
the El Pueblo housing development. One of the causes for this increased criminal
activity at E1 Pueblo appears to be the result of some drug dealers who have moved
their operations from the Lido Square Apartments to E1 Pueblo following the hiring of
security guards at Lido Square. The Board of Supervisors has also expressed its
concern over the conditions at El Pueblo, as outlined in the attached Board Order.
Housing Authority staff has contacted the Pittsburg Police Department to
discuss this situation and to request increased police patrol service at E1 Pueblo.
Attached is a letter sent to Pittsburg Police Chief Leonard Castiglione. Chief
Castiglione has replied affirmatively to this letter and meeting will be held with
the Pittsburg Police Department.
Argus Security Patrol Service, the firm currently providing security guard
service at Lido Square, has been contacted by Housing Authority staff and a copy of
their proposed agreement is attached. The security guard service, which is doing a
very good job at Lido Square, is licensed by the State of California and carries its
own liability insurance. ,� A

At its regular meeting on Monday, May 19, 1986, the Advisory Housing Commission
voted to approve entering into an agreement with Argus Security Parol Service for
security guard service at El Pueblo for an initial three month period with the
security guard service being reviewed at the end of three months and consideration
given for continuation or modification of the serivice. Additionally, the Advisory
Housing Commission supported the recommendation that funding for the security guard
service be provided by Housing Authority Local Management Funds.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to respond positively to the request to authorize the Executive
Director of the Housing Authority of the County of Contra Costa to enter into the
proposed agreement for security guard service at E1 Pueblo with Argus Security Patrol
Service would result in a continuing outbreak of violence and drugs on the streets of
El Pueblo. Additionally, by a negative response the Board of Commissioners would be
acting in a manner contrary to its adopted position of providing decent, safe and
sanitary housing for low-income families.

SCOPE OF GUARD DUTIES
1. We will furnish qualified guard personnel to patrol
your complex.
2. We . will stop and identify all -suspicious person' s on
your property.
3 . We will detain and arrest suspects involved in drug
sales .
4 , We will continuously patrol your complex, checking all
hallways, gates, washrooms., et cetra..
5 . We will- deliver any notices to residents.
6. We will make a full report each night, including all
incidents and leave a copy for your review and records.
7 . We will also report any dangerous conditions., fire.
hazards, or darkened areas that need lights.
8. There will be an on duty sergeant during all hours of
coverage. Also, an area supervisor will be in charge
of operations and our Chief of Security will make reg-
ular visits to your complex.
