SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION,
RECOMMENDATION:
Designate the Richmond Administration Building, 100 - 37th Street, Richmond, as a court
building for the purpose of implementing Penal Code Section 171b, prohibiting the bringing
into such a building any firearms and other specified weapons, and authorize the posting
of the building to that effect.
FINANCIAL IMPACT:
No significant financial impact is anticipated. While there maybe some arrests as a
result of implementing Penalt Code Section 171b which may result in court cases and, thus,
cost, it is anticipated that the main effect of this designation and the posting of the
building will be one of deterrence.
REASON FOR RECOMMENDATION/BACKGROUND:
The Richmond Administration Building, 100 37th, Street, Richmond, serves a variety of
functions. In addition to its primary use as a courthouse, it includes the office of the
District Attorney and a number of other County offices. Penal Code Section 171b
prohibits the bringing into a building designated as a courthouse or court building any
firearms and other enumerated deadly weapons. In response to request ., of the Judges of
the Bay Municipal Court, County Counsel indicates that this Penal Code section is not'
enforceable in the Richmond Administration Building unless the Board of Supervisors
designates the building as a courthouse or court building. Based upon that decision, the
judges of the Bay Municipal Court have requested the Board of Supervisors to make this
designation.
