SUBJECT: Authorize County Special District and County Service Area loan applications.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize certain County Special Districts and County Service Areas as shown
in the attached Exhibit "A" to apply for loans in the amounts as indicated and
authorize Chairman, Board of Supervisors to execute loan applications.
FINANCIAL IMPACT:
The affected districts and service areas will receive interest free loans
from the State of California in the total amount of $565, 129.75. Repayment of
the loans will be made only from 1984-85 supplemental property tax revenue.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Chapters 107 and 1168, Statutes of 1985, provide that an eligible nonenterprise
special district may apply for a loan in an amount equal to the shortfall in
supplemental roll revenues experienced by the district during the 1984-85 fiscal
year. The allocation of supplemental roll revenues to the districts was made to
offset revenue losses resulting from the repeal of the business inventory exemption
reimbursement from the state.
The Auditor-Controller recommends that the Board of Supervisors authorize
these special district loan applications.
