May 20, 1986 Costa SUBJECT; AB 3245 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION Approve the two project proposals submitted by the Health Services Department on April 28, 1986 to the California Department of Health Services for $96,184 in State funds for improvements to Merrithew Memorial Hospital . Authorize the Chairman to execute agreements on behalf of the County if either or both of these proposals are selected for funding. FINANCIAL IMPACT These applications for State funding require a 50% County match. Therefore, if both projects are selected for funding it would require $96,184 in County dollars. The proposals, designated A and B to indicate the Department 's priority for funding, would be funded as follows: Proposal A Proposal B A & B State $46,959 $49,225 $96,184 County 46,959 49,225 96,184 Total Project $93,918 $98,450 $192,368 The required County match would be funded from the proceeds of the National Medical Enterprises bed transfer agreement. BACKGROUND/REASON FOR RECOMMENDED ACTION Chapter 1351 Statutes of 1980 (AB 3245) provide funding of capital improvements for County health facilities. Currently, $4 million is available for distribution to County governments in the Capital Projects Cycle III . The maximum amount of financial assistance available for a single project is $100,000. In response to the State Request for Proposal , Contra Costa County Health Services Department submitted two proposals for improvements to Merrithew Memorial Hospital . The improvements selected for submission were among those recommended by the NBBJ Group, the architectural firm hired to determine the costs of maintaining in operation the existing physical facilities of the hospital for the next five years. The priority proposal , Proposal A, includes reroofing of some of the medical wards and new floors and doors for surgery. Proposal B includes repairs to the surgery and x-ray roofs, replacement of some electrical panels, doors for an isolation room, an automatic door for the emergency room and repairs to the terrace on F & G Wards. All items on both proposals were considered important for health and safety by the NBBJ Group. To meet the State's April 28, 1986 deadline, the project applications were submitted con- tingent upon Board of Supervisors approval . CONSEQUENCES OF NEGATIVE ACTION Should Board approval for these project proposals not be obtained, we would notify the State to withdraw our applications. BO-3245.2
