May 8, 1986 Cw" 'tl SUBJECT: Approval of Submission of Funding Application #29-259-15 to the State Department of Health Services for the Refugee Preventive Health Services Program SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and Authorize Wendel Brunner, M.D., Assistant Health Services Director-- Public Health, to execute and submit on behalf of the County, Funding Application 429-259-15 to the State Department of Health Services in the amount of $42,500 for the period July 13, 1986 - June 30, 1987 for the Refugee Preventive Health Services Program. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $42,500 of State funding for the Refugee Preventive Health Services Program. Sources of funding are as follows: $42,500 State Department of Health Services 26,220 County In-Kind (Employee salaries and benefits above grant) 12,160 Health Services Overhead (Fixed) - 6;840 County (A-87) Overhead (Memo only - not charged to Budget Unit) $87,720 Total Program. Health Services Overhead and County In-Kind are included in the FY 1986-87 Public Health Budget. No additional County funds required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For over five years the County has participated in the Refugee Preventive Health Services Program with the State Department of Health Services . On July 23, 1985, the Board approved Contract #29-259-14 with the State Department of Health Services for continuation through FY 1985-86 of the Refugee Preventive Health Services Program operated by the Public Health Division of the Health Services Department. Approval of Funding Application #29-259-15 will allow continuation of the program during FY 1986-87 and assure compliance with Chapter 1, Section 17000-17003 of the Welfare and Institutions Code. More than 600 refugees who needed health assessments entered this county during the last year. The most serious health problem of refugees is tuberculosis . Public Health Nurses, through home visits and clinic work, contact all newly arriving refugees to ascertain health status, to arrange a health assessment, and to follow up on referrals made for problems found. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) . In order to meet the State's deadline for submission, draft copies of the applica- tion have already been forwarded to the State Department of Health Services, but subject to Board approval. After approval, the Clerk of the Board should submit six certified copies of the Board Order to the Contracts and Grants Unit for sub- mission to the State Department of Health Services. DG:gm
