Spooner, Contracts Administrator DATE: May 8, 1986 COJ* SUBJECT; Approval of Submission of Funding Application #29-203-29 to the State Department of Health Services SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and Authorize the Chairman to execute on behalf of the County, Funding Application 29-203-29 for submission to the State Department of Health Services in the amount of $346,301 for the period October 1, 1986 - September 30, 1987 for the Supplemental Food Program for Women, Infants and Children (WIC) . II. FINANCIAL IMPACT: Approval of this agreement by the State, as submitted, will. result in $346,301 of State funding for the Supplemental Food Program for Women, Infants and Children (WIC) . Sources of funding are as follows: Federal funding through the State $3462301 Department of Health Services County Share: Personnel $ 12,464 Health Services Overhead (Fixed) 38,400 County (A-87) Overhead (Memo only - 21,600 not charged to Budget Unit) Rent, Telephone, Equipment, Mileage and Supplies 61,150 133,614 Total Program. $479,915 Health Services Overhead is included in the FY 1986-87 Public Health Budget. No additional County fund's required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For over ten years the County has participated in the WIC Program with the State. This is a mandated program under the Community Health Services Division of the State Department of Health Services. On November 19, 1985, the Board approved Contract #29-203-28 with the State Department of Health Services for continuation through September 30, 1,986 of the WIC Program operated by the Public Health Division of the Health Services Department . Approval of Funding _Application 429-203-29 will allow continuation of the program through September 30, 1987. The State increased last year's grant by only four percent . County employees received an average of an eight percent raise, therefore, the State funding no longer covers the full cost of program personnel. In order to meet the State's deadline for submission, draft copies of the application have already been forwarded to the State Department of Health Services, but subject 'to Board approval. The Board Chairman should sign four copies of the application, three of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services. DG:gm
