May 15, 1986 County SUBJECT: Legislation: Assembly Bill 2692 (Harris) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for AB 2692 by Assemblyman Elihu Harris. BACKGROUND: Existing law contains various provisions defining offenses involving controlled substances. Assemblyman Harris has introduced AB 2692 which would require the Department of Justice to establish a clandestine laboratory enforcement program. The bill would appropriate $8. 5 million from the General Fund to the Department of Justice for the purposes of the bill. These funds would be used to assist State and local law enforcement agencies and districts' attorneys in apprehending and prosecuting persons involved in the unlawful manufacture of controlled substances. Specifically, the bill would authorize funding to reimburse cities and counties for prosecuting specified controlled substance offenses, investigating such offenses, and for the costs incurred in removing and disposing of, or storing, toxic wastes from the site of such laboratories. The bill also provides funding for specialized training equipment and personnel to deal with clandestine laboratories. The Sheriff-Coroner is on record in support of AB 2692 and this office believes the Board of Supervisors should also support this bill.
