HomeMy WebLinkAboutMINUTES - 05131986 - X.14 X.iy THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 13, 1986 , by the following vote: AYES: Supervisors Fanden, McPeak, Torlakson, Powers NOES: None ABSENT: Supervisor Schroder ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Request by Contra Costa Mothers Against Child Abuse for a forum on Child Abuse and Prosecution in Contra Costa County In response to the request to speak, the Chair recognized Nancy Lee, 205 Devonshire, Pleasant Hill, representing Contra Costa Mothers Against Child Abuse. Nancy Lee requested the Board of Supervisors to create a time and a place that is appropriate to hear from child protective service workers and rape crisis center workers and mothers who are concerned that children are not being protected in this county as to child abuse and as to prosecution. She requested that Supervisor McPeak be authorized to participate in future meetings or a forum to discuss the matter. She introduced Sally Edgerton who attended the meeting with her. Sally Edgerton also requested the forum. She stated that child abuse has been a hidden crime for many years and that it is still being hidden in Contra Costa County, and that it is time to deal with the problem. Supervisor Powers thanked both persons for their comments. He stated that the Board shared their concerns. He had not heard of the organization that they represented but that the Board was willing to work with them. He spoke in support of the forum and of the efforts of District Attorney Yancey in increasing the size of the child abuse prosecution team. He referred to the June 3, 1986 election for District Attorney and expressed concern as to the possibility of the request having political overtones. Supervisor McPeak endorsed Supervisor Powers' support of the forum and asked that a number of organizations that do have information such as Child Protective Services, the Rape Crisis Service, the Child Assault Prevention Program, the Child Abuse Prevention Council, the Youth Services team, and various County departments be involved in the forum. Supervisor Fanden endorsed the idea of the forum but hoped that the broad spectrum of all who are involved in child care issues will be in attendance. Nancy Lee redirected her question. She felt they needed a confidential time and place to discuss this problem, a place where workers who are afraid to communicate because of their jobs can talk about cases that have not been prosecuted. Supervisor McPeak and Supervisor Powers agreed to a meeting for a confidential expression of information in addition to the forum. 1 Supervisor Torlakson endorsed the idea of the forum. He expressed the wish to see the participation of this type of group in the budgeting process for funding programs and advice on which programs are effective and how to improve others. Therefore, IT IS BY THE BOARD ORDERED that the County Administrator is REQUESTED to set up a workshop with Contra Costa Mothers Against Child Abuse, the Child Abuse Prevention Council, the Police Chiefs' Association, and the appropriate County departments to. address the issue of child abuse prevention.
