SUBJECT: FUNDING OF OPERATIONAL COSTS FOR SAN RAMON BRANCH LIBRARY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Acknowledge that provision of a branch library in San
Ramon is the number one priority of the Library System.
2. Concur that the County will provide funds and operate a.
San Ramon Branch Library if a building is constructed by the
City/Community.
3 . Authorize the County Administrator and the County
Librarian in conjunction with representatives of the City of San
Ramon to explore funding for the operating costs of a San Ramon
Branch Library including pass through of the full increment of pro-
perty taxes for library purposes should a Redevelopment Agency be
established in San Ramon.
4 . Leave on referral the request of the City of Hercules
for operating funds for a library in that city for further
discussion after future city plans for construction of a library
building have been discussed between the County Librarian, County
Administrator, and representatives of the City of Hercules.
BACKGROUND:
The Finance Committee met on May 5, 1986 with the County
Librarian and Library staff, staff of the County Administrator' s
office and representatives - of the City of San Ramon and the San
Ramon Library Foundation. Ernie Siegel, County Librarian, reviewed
the background of the referral to the Finance Committee and contents
of the Master Plan for Library Services as prepared in conjunction
with the request of the City of Hercules for Library Construction Act
Funds. The County Librarian advised that he had just been informed
over the weekend that the request of the City of Hercules for such
construction funds had been denied and the reasons for that action
were briefly discussed. Attention was then directed to the need for
a branch library in the San Ramon Valley which is indicated on the
Master Plan to be the number one library need because of rapid
growth in that area. The County Librarian advised the Committee

that the San Ramon Library Foundation is moving ahead rapidly with
planning for a branch library in that area and needs a determination
from the County as to whether the County will staff and operate the
library as it does in other areas if the Community/City provide the
building.
County staff advised the Committee that it has been a long-standing
County policy to provide operating funds for a branch library where
the Community provides for construction of the building. The
Committee was also advised, however, that this policy had been deve-
loped long before the closed end funding resulting from enactment of
Constitutional Amendment Number 13 in 1978 . The closed end funding
has required cutbacks in existing library services . Approximately
an additional $275 ,000 .00 (in today' s dollars) appear to be required
for operation and funding of the proposed San Ramon Branch Library.
After discussion, Committee members expressed concurrence with the
need for a branch library in San Ramon, and with the provision of
operating funds by the County but without a commitment on the level
of such funding. In approving a commitment toward the operating
cost of the San Ramon Branch Library, Committee members asked County
Staff to work with the City of San Ramon to seek sources of funding
for the San Ramon Valley Library operating costs. One facet of such
examinations will be a pass through of the full increment of pro-
perty taxes committed to library services should a Redevelopment
Agency be established in San Ramon.
