HomeMy WebLinkAboutMINUTES - 05131986 - 1.55 /, 51 TO: REDEVELOPMENT AGENCY FROM: Phil Batchelor, Executive Director DATE: May 13, 1986 SUBJECT: Owner Participation Agreement with Urban West SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION Recommended Action Approve and authorize the Executive Director or his Designee to execute an Owner Participation Agreement (OPA) (Redevelopment Agency Contract No. RA 86-20 on file with the Clerk of the Board) between the Agency and Urban West Communities and UWC - Oak Road for development of Pleasant Hill BART Station Specific Plan Area 15 in accordance with the Redevelopment Plan. The activity contemplated by the agreement was described adequately in the Specific Plan EIR and the supplemental EIR prepared for the adoption of the Pleasant Hill BART Station Area Redevelopment Plan. Having evaluated the activity contemplated in the Agreement, the Agency finds that no new significant environmental effect will occur, and approves the activity as being within the scope of the projects covered by the aforementioned EIR's. .Financial Impact No direct impact, although the Redevelopment Agency is dependent on anticipated tax increment revenues to be generated by the Urban West Project. Background/Reasons for Recommendation Urban West Communities is the property owner and master developer of Specific Plan Area 15 in the Pleasant Hill BART Station Area Redevelopment Project. Urban West has final development plan approval on Phase I of their project (3011-84) , which is under construction, and preliminary plan approval on the remainder. Urban West has also executed a Development Agreement with the County dated March 29, 1986. The Agency has determined that the proposed development of Area 15, approved by the County, conforms to the Redevelopment Plan as it exists and is in compliance with the Rules to Implement Preference to Dislocated Businesses and Owner Participants in the Project Area. In conformance with said Rules the Agency and Urban West desire to enter into an OPA setting forth the rights and obligations of each with respect to the timely development of the property in accordance with plans approved by the County.
