Spooner, Contracts Administrator Cost DATE: May 1, 1986 C`,'(��(^ SUBJECT: , Approval of Contract 424-364 with Neighborhood House of North Richmond, Inc. for a Tri-County Women's Alcohol Residential Recovery Program (Federal Block Grant Funds) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I.. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract 424-364 with Neighborhood House of North Richmond, Inc. in the amount of $75,000 to provide a 15-bed alcohol residential recovery facility for women and children, as approved by the State Department of Alcohol and Drug Programs, for the period May 13, 1986 through June, 30, '1986, with an automatic contract extension through December 31, 1986. II.. FINANCIAL IMPACT: The $75,000 contract payment limit is totally funded by "Women's Set Aside" Federal Block Grant Funds received from the State Department of Alcohol and Drug Programs with no matching County funds required. The contract also includes an automatic six-month extension for the period from July 1, 1986 through December 31, 1986 with a six-month extension period payment limit of $75,000. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The State Department of Alcohol and Drug Programs has granted Federal Block Grant monies for new women's services on the basis of a highly competitive Request for Proposal. Neighborhood House of North Richmond, Inc. submitted a proposal which was selected for funding by the State. The proposal was for a 15-bed recovery home to serve Contra Costa, Napa, and Solano Counties. The State chose to allocate the money for these services through our County Alcoholism Allocation contract mecha- nism rather than allocating the funds directly to the provider. On February 14, 1986, the Board of Supervisors approved the revised County Alcoholism Plan and Budget for FY 1985-86 which added this new women's program and included this implementation contract with Neighborhood House of North Richmond. Under the State-approved proposal, Neighborhood House of North Richmond will sub- contract with Bi-Bett Corporation which will actually operate the program and pro- vide the services. This contract has been submitted to County Counsel's Office for approval - as to legal form, and will be submitted to the contractor for signature as soon as it is approved.
