Contra Costa County CLASSIFICATION QUESTIONNAIRE Frances Wise Health Services Public Health Name Department Division 1111 Ward St. Program Specialist II Director of Communicable Disease Martinez 8:00-5:00 Tfid a Job C assification Working Job Title Place of Work & Assigne Hours T� em Required: Description of Work: 54% Administration and Supervision: Responsible for planning and directing programs in communicable disease control, immunization, sexually transmitted disease, tuberculosis control, rabies control, food and water borne illness, and AIDS. Review the preparation of the budget for all programs within Communicable Disease Section, including two State subven- tion contracts (STD, Immunization) and contract with local non-Health Department community clinics for provision of STD services. Write grants and monitor budget and contracts. Provide direction and recommendations to local physicians and hospital infectious disease control personnel regarding the control of communicable disease in the community. Provide recommen- dations to the Public Health Director and Health Officer regarding disease control . Issue legal orders for isolation, quarantine, immunization, and recommendations for prophylaxis and treatment for communicable diseases on behalf of the Health Officer. Provide information to the community, local elected officials, and press as spokesperson for the Health Services Department on issues of communicable disease. In conjunction with the Public and Environmental Health Directors, plan and direct the field investigation of food and water borne illness by Environmental Health sanitarians. Direct animal control officers in the field investigation of animal bites and rabies control problems. Acute Communicable Disease Control : Supervise and evaluate Public Health Nurse epidemiologist in disease control duties. Assign priorities for Public 12.5% Health Nursing field staff in communicable disease investigation. Provide consultation and direction to Public Health Nursing Supervisors regarding field investigation and control of communicable disease. Coordinate field epidemiological work of Public Health Nursing, Environmental Health sani- tarians, local physicians and hospitals in disease outbreak situations. Respond to questions from the public and professionals regarding infectious disease control and provide educational presentations regarding infectious disease. Function as Public Health Communicable Disease Controller for Contra Costa County. Represent County at CCLHO Infectious Disease Committee, State and Regional Communicable Disease Controllers Association. Write and edit articles for Public Health Newsletter. Tuberculosis Control : Serve as Tuberculosis Controller for County. Develop and en orce policy for TB Control in Contra Costa County. 7% Represent County at TB Control meetings and State sponsored infectious disease meetings. Review all charts of new TB cases for needed follow-up and verification of diagnosis. Contact physician for clarification, or to give advice for appropriate treatment. Explain Public Health TB policy to the County medical community. Issue legal orders on behalf of the Health Officer for treatment or confinement of non-compliant TB cases, to protect the community from TB infection. Work with the District Attorney to enforce treatment or quarantine on non-compliant patients. Supervise ITC and clerical functions of TB Program, including maintenance of TB Register and completion of yearly State TB reports. Acquired Immune Deficiency Syndrome Program: Develop AIDS program and policy for Contra Costa County. Provide AIDS education on policy to pro- 10% fessionals, community, local officials, physicians. Supervise Public Health epidemiologist and Public Health nurse in AIDS surveillance, main- taining a tracing system for cases and contacts. Organize and direct Contra Costa countywide AIDS Task Force, consisting of Health Department, community representatives, physicians, hospital representatives, and pro- fessionals to implement AIDS education and control programs. Supervise Health Educator in AIDS education program. Supervise Health Educator and volunteers from the Pacific Center who work on AIDS out of Public Health office in Contra Costa County. Establish special clinic, along State guide- - lines to screen for HTLV-III. Give presentations to medical community, county organizations, and private organizations regarding all aspects of AIDS. Prepare grant applications and proposals to fund expanded AIDS program to meet anticipated increased AIDS needs. Sexually Transmitted Disease Program: Plan and direct Sexually Transmitted Disease Program for County. Function as STD Controller for County; repre- 11.5% sent County at State STD Controllers' meetings. Direct, supervise, and eva- luate STD Program Coordinator (Program Specialist I). Recruit, hire, and supervise all physicians working in STD clinics. Evaluate their compliance with STD clinic protocols, confidentiality, principles of community STD control , and appropriate functioning in clinics. Review and update STD pro- tocols with program personnel . Evaluate program priorities on an ongoing basis and shift personnel to areas of greatest need. Negotiate and maintain contracts and contract functions with sites in County doing STD screening (courier service). Conduct weekly staff meetings, including in-service. Negotiate and supervise research projects with outside agencies to be carried on in STD clinics. Supervise implementation of Stath and Federal program guidelines. Immunization Program: Supervise and direct Immunization Assistance oor inator Program Specialist I). Assist in budget process with State 5% contract funds and monitor compliance. Write or approve immunization Tetters/communications to schools and public news releases. Meet with school personnel as needed for clarification of the immunization laws. . Measles Control : Notify schools of exclusions needed and interpret State Taw with respect to measles outbreak situations. Coordinate measles control 1% with State personnel and IAP Coordinator during outbreaks. Arrange special clinics as needed. Influenza Program: Supervise program, schedule clinics and vaccine distri �ution. Interpret vaccine guideTines/usage to medical community and Public 1% Health Nursing: Oversee organization of yearly flu program and clinics. Supervise ITC and clerical duties of this program.
