HomeMy WebLinkAboutMINUTES - 05131986 - 1.19 � TQBOARD OF SUPERVISORS -'` 0_-19}} FROM: Phil Batchelor, County Administrator Cwtra to Costa DATE: May 6, 1986 Courty SUBJECT: Legislation: Senate Bill 1735 (Mello) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for SB 1735 by Senator Mello. BACKGROUND: Under existing law, the State Department of General Services is required to establish an annual surcharge on intrastate telephone services in an amount which it determines will provide sufficient revenue to fund the State' s 911 Emergency Telephone Services program. However, this surcharge cannot exceed 3/4 of one percent. The State now realizes that the 3/4 of one percent will be insufficient to fully fund the program now that 911 is available throughout California. Without an increase in the surcharge, the 91.1 program will be underfunded by 1989, resulting in a need for emergency bail-out legislation. In order to avoid this emergency situation, Senator Mello has introduced SB 1735 which allows the surcharge to be increased to one percent, if needed, to fully fund the costs of the 911 program. The County Director of General Services recommends that the Board support SB 1735 and this office concurs with this recommendation in order to insure that the 911 program remains fully funded.
