THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 8, 1986 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers

SUBJECT: Emergency Response Issues
Supervisor Sunne W. McPeak brought to the attention of the
Board the spill at the entrance of the Caldecott Tunnel on April 2,
1986 and commented on the apparent lack of communication among the
law enforcement, transportation and emergency response personnel.
She suggested that a meeting be convened with the agencies involved
to determine how the response to such incidents could be better
coordinated! Supervisor McPeak also noted that there is a bill
pending, a part of the proposed Chemical Safety Act of 1986, which
would require that medical personnel be a part of the response teams
for such emergencies .
Board members being in agreement, IT IS ORDERED that the
County Administrator and Public Works Director are REQUESTED to
report on the communication problems associated with the recent spill
at the Caldecott Tunnel and improvements that could be made in coor-
dinating response to such spills.
IT IS FURTHER ORDERED that the Health Services Director is
REQUESTED to review and report on the proposed legislation known as
the Chemical Safety Act of 1986 as it pertains to the inclusion of
medical and/or environmental health personnel on the emergency
response teams.
