HomeMy WebLinkAboutMINUTES - 04081986 - T.4 7S1 ` THE BOARD OF SUPERVISOR'S ­OF 'CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 8, 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Hearing on appeal of DeBolt Civil Engineering on behalf of owners Joan and Bruce Flanagan from San Ramon Valley Area Planning Commission denial of application to rezone land (2647-RZ) and denial of Subdivision Application (Sub 6696) in the Tassajara area. The Board on March 25, 1986 , continued to this date the hearing on appeal of DeBolt Civil Engineering on behalf of owners Joan and Bruce Flanagan from San Ramon Valley Area Planning Commission denial of application to rezone land (2647-RZ) Exclusive Agricultural (A-40) to General Agricultural (A-2) and denial of Subdivision Application (Sub 6696) in the Tassajara area. Harvey Bragdon, Acting Director of Community Development, described the property site and gave a brief history of the project. He explained the expiration of the Board' s original approval of ten- tative subdivision map 5673 granted in 1981 . The Chairman opened the public hearing. Mr. David Olick, 1000 Court Street, Martinez, representing the owners, spoke of the original approval in 1981 of the phased subdivision and the fact that the time had expired for filing the map on the third phase. He urged the Board to approve current application. He addressed the issues of local acquifer, development on the periphery, and fire services. The following people appeared in opposition to the application: Kristie Silva, 1050 Country Lane, Pleasanton, representing Country Lane Homeowners' Association spoke against the project com- menting on the water and fire service problems. She requested the Board to deny Mr. Flanagan' s appeal. She also presented a letter from Mr. and Mrs. Charles Phinney urging denial of the appeal. Tony Teixeira, 6615 Johnston Road, Pleasanton, spoke in opposition to the subdivision and presented a petition from the Committee To Save the Tassajara Grasslands and the Rural Residents of Johnston Road expressing support for the decision made by the Planning Commission to deny any further subdivision on the Flanagan Ranch. Mr. Olick spoke in rebuttal on the issues of water and fire service. Supervisor Schroder recommended that the Board approve in concept the six lots the Board approved in 1981 and request the Community Development Department to develop appropriate findings, and that the Board disallow the request for rezoning on the balance of the application. 1 Supervisor Torlakson requested additional information on the water and fire service issues. Supervisor Powers suggested that the matter be referred back to the Planning Commission. Supervisor McPeak advised that she felt that Supervisor Schroder' s recommendation was acceptable with a request for comments from the San Ramon Valley Area Planning Commission before taking final action.
