THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 8, 1986 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers

SUBJECT: Proposal to Develop a Transportation Study of the
Central County Area.
Ronald K. Mullin, Mayor, City of Concord, advised of
meetings with the ' Mayors of the four cities in central Contra Costa--
Clayton, Concord, ' Pleasant Hill , and Walnut Creek--on transportation
and land use issues. He commented on the many studies conducted
independently by the County and many of the cities. He spoke on the
need for a comprehensive regional study on land use and traffic on
current infrastructures and the relevant impact on central cities.
Mayor Mullin invited the Board of Sueprvisors to join with the four
cities in this study, to participate in the selection of a consul-
tant as well as share in the cost of the study. He requested the
Board to adopt a resolution endorsing in concept the proposal of the
four cities and assign staff in the County Administrator and Public
Works Department to work with the city managers and transportation
planners to define issues and areas of concern for the scope of the
study.
Mayor Mary Lou Lucas, City of Walnut Creek, and Mayor
Carolyn Bovat, City of Clayton, also commented on the need for a
regional study and urged the Board to join with the four cities.
Supervisor McPeak expressed support for the proposal and
expressed the belief that a regional comprehensive study on traffic
routes would assist all public agencies in providing for good land
use planning as well as general plan updates.
Supervisor Schroder commended the Mayors for bringing this
proposal to the attention of the Board of Supervisors. He spoke on
the need to work together to solve the problems regionally.
Supervisor Schroder moved the referral of the proposal to
the County Administrator to develop a resolution in which the County
would participate in the study with the cities of Clayton, Concord,
Pleasant Hill, and Walnut Creek and would set forth a plan of parti-
cipation. Supervisor Fanden seconded the motion.
The Board voted unanimously to approve the motion.
