STATUS The Board of Supervisors took a leadership role in the County by adopting a very restrictive policy in regards to establishing smoking regulations in public buildings and commercial establishments and places of employment located in the unincorporated area. County staff was asked to take such necessary steps as would assist in the expeditious implementation of the provisions of this ordinance. The following actions have been taken in order to accomplish the desired objectives: BUSINESS COMMUNITY IN UNINCORPORATED AREA -- News releases and public media announcements were prepared and distributed announcing the provisions of the ordinance. -- Information, fact sheets and brochures were distributed to businesses by way of the local Chambers of Commerce. -- Training sessions for all interested employers were initiated to assist in the implementation of the provisions of the ordinance in the work place. -- Representatives from the County Health Services Department accepted speaking assignments to communicate the purpose and implementation process of the ordinance. -- County staff worked with the Smoking Education Coalition to promote and coordinate smoking cessation classes. -- County staff provided consulting services upon request to all companies preparing company smoking policies. The implementation of this process in the business community located in the unincorporated area has been most gratifying. Most companies which were contacted not only were willing to implement the ordinance, but many expressed enthusiasm with the concept. CONTRA COSTA COUNTY FACILITIES There are over 300 different work sites included within the jurisdiction of the County organizational umbrella. This makes it very difficult, if not Impracticable, to adopt a uniform set of countywide regulations that treat all work settings in the same manner. Therefore, County staff has been asked to examine each of the work sites and to be sensitive to the needs and requirements of each specific work setting. This task becomes even more challenging as consideration must be given not only to unique architectural and office layouts, but also to the fact that employees from two or more departments may be co-located at the same site. Currently 23 departments have smoking policies for their work sites. Nine departments are in the process of formulating policies. Staff of these departments are in the process of either finishing the final drafting of the policies or are scheduling, where requested, the meet and confer meetings through the Employee Relations Division with the various employee organizations. Besides the preparation of written policies for the majority of the departments, the following actions have also been taken: -- The County Administrator' s Office has finalized an administrative bulletin highlighting the provisions of the new Smoking Ordinance adopted by the Board. -- The administrative bulletin pertaining to smoking has been distributed to all departments and employee organizations. -- A news article describing the new Smoking Ordinance has been prepared to be presented in the employee newsletter which will go to all County employees. -- The Employee Relations Division of the Personnel Department has been responding to employee organizations regarding the implementation of specific operating departments' smoking policies and "meeting and conferring" with said organizations. -- The General Services Department has posted "No Smoking" signs in the hallways, elevators and public areas within all County buildings. -- The General Services Department has removed the ashtrays from all public areas. -- All departments have been provided with additional smoking regulation signs to assist them in implementing their departments' smoking policies.
