SUBJECT: GAIN Implementation Committees
The Board received a report dated April 8, 1986 from Phil
Batchelor, County Administrator, (copy attached hereto and by ref-
erence incorporated herein) recommending the establishment of two
advisory committees to assist the Social Services Director in the
development of the Greater. Avenues in Independence (GAIN) Training
and Employment Program, and recommending composition of the two com-
mittees.
Mr. Batchelor suggested that the Contra Costa Children' s
Council be included on the Executive Committee rather than on the
Advisory Council.
Barbara Shaw, Chair of the Contra Costa County Private
Industry Council (PIC) , commented on the complicated nature of AB
2580 which established the GAIN Program and the need for cooperation
and coordination by all parties involved in the implementation pro-
cess. She stated that PIC was in agreement with the concept of the
advisory committees and wished to have strong input into the
Executive Committee. She noted, however, that because the Board of
Supervisors will be ultimately responsible for the County' s GAIN
Program, it was the recommendation of PIC that the advisory commit-
tees be directly responsible to the Board, rather than reporting to
the Social Services Director.
Supervisor Sunne McPeak noted that the proposal did not
clarify the committee appointment process nor the mechanism by which
the committees would report to the Board.
Mr. Batchelor stated that each of the organizations named
would be allowed the discretion of selecting one or more of their
members to serve on the committees. He recommended that his Office
provide the Board with a status report in 90 days on the establish-
ment of the committees, and a report from the Social Services
Director and the Executive Committee on the implementation process.
Supervisor McPeak commented on the extensive planning
effort done by United Way on women and girls' issues, and recom-
mended that a representative from United Way be included on the
Advisory Council. She also recommended that representatives of the
Contra Costa Child Care Task Force and the Social Service Department
employees be included on the Advisory Council. Supervisor McPeak
emphasized the need for a continuing support network for the women
who would be involved in the GAIN Program.
Supervisor Tom Powers stated that he believed the Social
Services Department should be represented on the Executive Committee,
with the Executive Committee reporting to the Board of Supervisors.
He inquired as to why Contra Costa County Employees Association
Local 1 had been included on the Executive Committee, since they are
not directly responsible for implementing the Program.
Robert Jornlin, Social Services Director, responded that
because Local 1 represents many employees throughout not only the
County, but the cities and school districts, it was felt that they

would have a great interest in the implementation and eventual
placing of the participants in the GAIN Program. Mr. Jornlin com-
mented on the complexity of the GAIN Program regulations and noted
that because his department is responsible for the implementation of
the Program it was his recommendation that the advisory committees
report to him.
Supervisor Powers stated that while he recognized the
complex nature of the legislation and the serious demands on the
Social Services Department, it was his belief that because the Board
of Supervisors is ultimately liable for the implementation of GAIN,
the Executive Committee should report to the Board. He requested
that the County Administrator report back on the reporting require-
ments as soon as possible.
Lee Finney, representing SIEU Local 535, commented on the
special interest of the social workers in the implementation of the
GAIN Program and of the research her organization has done Statewide
on the Program.
Supervisor Tom Torlakson commented on the referral programs
of such agencies as United Council and the Economic Opportunity
Council (EOC) , and recommended that they be included on the Advisory
Council.
There being no further discussion, IT IS BY THE BOARD
ORDERED that the establishment of a GAIN Executive Committee and a
GAIN Advisory Council is APPROVED.
IT IS FURTHER ORDERED that the recommendation of the County
Administrator to include the Contra Costa Children' s Council on the
Executive Committee is APPROVED.
IT IS FURTHER ORDERED that invitations to participate on
the GAIN Advisory Council are EXTENDED to United Way, United Council,
EOC and the Contra Costa Child Care Task Force.
IT IS FURTHER ORDERED that the issues of the composition
of the two committees, the placement of SEIU Local 535 on one of the
committees, and the reporting requirements are REFERRED to the County
Administrator for further review and report back to the Board as soon
as possible.

SUBJECT: GAIN Implementation Committee Structure
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION:
Establish two advisory committees to assist the Social
Services Director in the development of the GAIN Training
and Employment Program for AFDC recipients: ( 1) an
Executive Committee to serve as a coordinating vehicle to
facilitate cooperation among involved agencies representing
the agencies identified below; and ( 2) a Community Council
to serve as a community resource and provide a vehicle for
community input to the planning process, composed of the
organizations noted below.
II . FINANCIAL IMPACT:
None. Social Service staff provided from State GAIN
planning funds.
III . REASONS FOR RECOMMENDATION/BACKGROUND:
Welfare and Institutions Code Section 11320.2 (AB 2580)
designates the County Welfare Department (CWD) as the agency
responsible for the development of the County' s plan for
implementation of the Greater Avenues for Independence Act
(GAIN) , and for administration of the program. GAIN is a
service component of. the AFDC program and the Welfare and
Institutions Code holds the County Welfare Director
responsible and accountable for GAIN administration and
operation.
The statutes also require each CWD, with the cooperation of
Community College Districts, County Offices of Education,
and local Private Industry Councils to design a package of
services to be provided to AFDC recipients that reflect
available resources and local job market needs.
We believe that having an Executive Committee representing
the following agencies will enhance the development of the
program while at the same time recognizing that the GAIN
legislation has been incorporated into the State Department

Standards Manual (EAS Section 42-700) , and that the County
Welfare Director is administratively responsible for
operation of the program and for liability or fiscal
problems that GAIN might bring to the County.
GAIN EXECUTIVE COMMITTEE
Directors of the following agencies should be invited to
serve on the GAIN Executive Committee:
Contra Costa County Community College District
Contra Costa County Private Industry Council
City of Richmond Private Industry Council
Contra Costa County Superintendent of Schools
State Employment Development Department, Antioch
State Employment Development Department, Richmond
Contra Costa County Employees Assocation, Local #1,
Martinez
It appears that the GAIN program will have a major impact on
other parts of the Contra Costa County community.
Therefore, we believe that a larger council will help
promote the communication network and interagency
cooperation which will enhance the full development of the
GAIN program. To facilitate this broader, open planning
process, we propose to establish a Council representing the
following agencies. Because there will be many technical,
procedural, and process issues that need to be resolved
(which will affect not only the Social Service Department,
but other participating agencies) , the Department is
developing four ( 4) technical sub-committees composed of
members from a wide segment of the community.
Representatives from the following agencies should be
invited to serve on the GAIN Advisory Council:

Contra Costa Children' s Council
Contra Costa County Adult Education Council
Contra Costa County Community College District
Contra Costa County Housing Authority

By setting up these committees as advisory to the Social
Services Director, the key agencies can participate in
developing an effective and practical plan.
