SUBJECT: Tri-Valley Review Committee
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Appoint Gayle Bishop as the Planning Commissioner for Contra Costa County to the
Tri-Valley Study Group being established by Alameda County.
Appoint Peter Oswald as a citizen representative to the Tri-Valley Study Group.
Direct the Community Development Department to monitor this program and to
continue to assist Alameda County staff in this program.
FINANCIAL IMPACT
The added costs will consist of staff time to work with Alameda County personnel
on this effort and to attend meetings of the group. Since the effort is
parallel to this County's comprehensive General Plan revision program and
coordination will be required with Alameda County for our own Countywide
program, this effort is already covered within the Community Development
Department budget.
BACKGROUND/JUSTIFICATION
On February 27, 1986, Alameda County held an informal meeting of Planning
Commissioners of the two counties and the cities of Pleasanton, Livermore,
Dublin, Danville, and San Ramon. The purpose of the meeting was to discuss how
Alameda County could gain input into a revision of the Alameda County General
Plan for the Tri Valley area. A consensus from that meeting was that a
committee should be formed with a Planning Commissioner from each jurisdition, a
citizen appointed by each jurisdiction and several special interest group
representatives to be selected by a majority of the appointed Planning
Commissioners.
It should be pointed out that Alameda and Contra Costa County staff have made
special efforts at sharing information on this area for over a year in an effort
to assist each jurisdiction in their respective County planning programs.
Since the method of appointment was not clear in these Alameda County
discussions, the San Ramon Valley Area Planning Commission discus ed that matter

Peter Oswald Vice President. of Sunset Development, as their citizen
representative.
Given the informal way in which the Alameda County selection process has
evolved, we feel that the Board should accept the appointments recommended by
the San Ramon Valley Area Planning Commission. By the time the Board receives
this report the first meeting of the Committee will have occured (scheduled for
April 2, 1986) and the Commission appointees were planning to attend.
A letter from the Citizens Land Alliance requesting Board consideration of their
group for this County's citizen representatation has also been received by the
Board (copy attached) .

RE: REQUEST FOR APPOINTMENT TO TRI-VALLEY REVIEW COMMITTEE.
Dear Bob,
On February 27th, Alameda County held a meeting of planning
commissioners from each city/county jurisdiction within the
San Ramon/Livermo r e/Amador Valley area. The purpose of the
meeting was to establish a work program for the Tri-Valley
General Plan. Planning commissioners from Pleasanton, Livermore
San Ramon, Alameda County, San Ramon Valley Area-Contra Costa
County, Danville and Dublin were present.
An informal consensus was taken to establish a Citizens Review
Committee consisting of one commissioner and one citizen
appointed by each of the seven jurisdictions, and seven at-large
interest groups to be selected by the seven' appointed commissioners.
City Councils or Board of Supervisors may ratify their commissions
appointed representatives.
We urge the Board of Supervisors to oversee the final appointments
to ensure that the major concerns of the City are adequately
represented. Final selection of the commissioners and citizens
will be accomplished in the next week. The interest groups will
be chosen around March 21, 1986.
We respectfully request that a representative. of the Citizens
Land Alliance be considered to serve on this review committee.
.The CLA is a broad based coalition of diverse land use interests
including agriculture, ranching, real estate, renewable energy,
construction, home and property owners associations, as well as
'individual landowners/residents. The CLA will provide this
committee a conduit to address many issues affecting residents
and property owners in and around your jurisdiction.
We support efforts to consolidate the concerns of jurisdictions
and property owners to alleviate unnecessary controversy.
