SUBJECT: Expense Money for Attendance at F.B.I. Academy
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
Approve and authorize the. Sheriff-Coroner to expend $500 for costs associated with
employee attendance at the F.B.I. National Academy in Quantico, Virginia. This
expense is to be differentated from an advance on funds or reimbursement.
II. FINANCIAL IMPACT
Cost to County - $500. Associated expenses include some meals, books, participation
fees, gym fees, etc.
Past County practice has been to advance $500 expense money. Tuition, some meals and
housing are paid by the federal government.
III. REASON FOR RECOMMENDATION/BACKGROUND
Management personnel from the Sheriff-Coroner's Department attend the F.B.I. National
Academy, Quantico, Virginia, based on invitation by the Academy. Past history
indicates that one manager attends approximately .every two years. The Academy is
10 weeks in duration.
While the federal government pays for tuition, housing and some meals, there are
numerous incidental expenses incurredduring the period of the Academy. The
following is a partial list of expenses incurred by Academy participants.
A. Academy participation fees - mandatory fee is collected at beginning of Academy
to cover cost of recreational/exercise equipment, several mandatory social
functions, obligatory gifts to Academy counselors and section leaders.
B. Travel expenses while attending the Academy, gasoline, fares and rentals.
C. Firearms range clothing, gym clothes, special section shirts.
D. Weekend meals,
E. Obligatory social activities during .evening and weekend hours - intramural
sports, cultural exchanges, etc.

. Also, participants incur expenses for graduation, phone calls home and other
incidental expenses.
. Past County practice has been to advance expense money of $500, with the recipient
subject to justification.of all expenses. This necessitated collecting and
retaining all receipts documenting expenditures, a large burden, given the 10-week
length of the Academy. The County Auditor informs us that, with inflation,
allowable expenses have been in the $500 range in the past.
A telephone survey of three county police departments (Concord, Richmond and
Pleasant Hill) indicate all three provide expense money of $1,000 to Academy
attendees with no receipts required.
The County Auditor-Controller states that he supports this request in as much as
it is for such an extended period of time and occurs infrequently.
IV. CONSEQUENCES OF NEGATIVE ACTION
Current County practice is to advance $500 in expense money, with all expenses
subject to verification by the Auditor. This places a great burden on the manager
to collect and save all receipts- during- the 10-week period of the Academy in the
event they are requested. It also-takes up a great deal of time of the Auditor to
process these items and communicate back and forth with the Sheriff's Department
over items that are not clear. For many expenditures receipts are not available.
