HomeMy WebLinkAboutMINUTES - 04081986 - 1.21 zio BOARD OF SUPERVISORS FROM: Phil Batchelor, County Administrator Cwtra Costa DATE: April 1, 1986 Courcy SUBJECT: Legislation: Senate Bill 1984 (Roberti) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position of support for SB 1984 by Senator Roberti. BACKGROUND: Existing law establishes a Division of Libraries within the State Department of Education. This Division is headed by the State Librarian. Existing law does not require the State Librarian to employ a Children' s Librarian to coordinate children' s library services throughout the State. Senator Roberti has introduced SB 1984 which would require the State Librarian to employ a Children' s Librarian to coordinate library services throughout the State. The County Librarian urges the Board to support SB 1984. His concern is based on the fact that there is a growing uneasiness among some public librarians that services to children--one of the cornerstones of library services--is being downgraded as the emphasis on technology and generalism increases. The Contra Costa County Library continues to place a high priority on services to children, which constitute 20%-25% of the State' s population. Mr. Siegel indicates that the new position created by SB 1984lwould benefit library services in Contra Costa County in the following ways: 1. By providing information on programs and services being undertaken by other library systems which are contemplated by our library; 2 . By keeping abreast of and informing us of legislation which affects children or library service thereto; 3 . By acting as liaison with other State agencies serving children to emphasize the importance of quality library service, to avoid duplication of services, and to jointly plan services; 5 . By acting as liaison to library schools to apprise them of our recruitment needs and to encourage quality education and training of children' s librarians; 6. By facilitating services to such underserved children as the disabled, minorities, economically disadvantaged, or those living in rural areas by developing statewide links with agencies who work with such children.
