SUBJECT: Hazardous Waste Task Force Report
The Board on April 22, 1986 fixed this date for a workshop
with members of the Hazardous Waste Task Force.
Appearing on behalf of the Hazardous Waste Task Force were
Paul De Falco, Chair, Bryant Fischback, representing The Industrial
Association, Kathy Radke, representing the Contra Costa Mayors'
Conference, and Arliss Ungar, representing the League of Women
Voters.
The Task Force members commented on the Executive Summary
and the recommendations contained in the report. They noted that
all recommendations were based on a consensus with the exception of
Recommendation #56 related to land use permits.
Supervisor Nancy C. Fanden advised that she would like
some examples of State and Federal rules and regulations that might
take precedence over County regulations. She also requested a list
of projects for which a current permit application has been
submitted.
Supervisor Sunne W. McPeak noted that further clarification
of Recommendation #56 was required with respect to land use permits
for industrial zoned land.
There being no further discussion, IT IS BY THE BOARD
ORDERED that the Director of Community Development is REQUESTED to
provide clarification as to when State and Federal regulations on
hazardous waste take precedence over County regulations or apply in
the absence of County regulations.
IT IS FURTHER ORDERED that the Director of Community
Development is REQUESTED to provide a listing of all current permit
applications for new or expanded projects which generate, store,
transport or dispose of hazardous waste.
IT IS FURTHER ORDERED that the Director of Community
Development is REQUESTED to clarify the issues as stated in
Recommendation #56 of the Hazardous Waste Task Force Report relating
to land use permits for industrial zoned land, and the permitting
requirements of Bay Area counties.
