April 28 , 1986 C4YJgy SUBJECT: CHILD CARE TASK FORCE REPORT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION . RECOMMENDATIONS: 1 . Request the Social Services Director, United Way of the Bay Area, and the California Child Care Initiative to jointly perform an administrative audit of the Contra Costa Children' s Council to determine their strengths . and areas which need improvement in order for the Children' s Council to handle child care system development, coordination, public relations, and resource development as they have requested rather than establishing a new organization to perform these tasks and return their report and recommendations to our. Committee on June 23 , 1986. 2 . Request the Acting Director of Community Development to forward to the Board of Supervisors within the next 30 days an ordinance allowing the development and operation of child care facilities in the unincorporated area of the County for up to 12 children without requiring a land use permit. 3 . Request the Acting Director of Community Development to report to our Committee June 23 , 1986 on the following matters: A. Status of the development of a General Plan amendment establishing a child care element in the General Plan and the ordinance requiring a developer fee for child care. B. A report on what jurisdictions in the County currently allow child care facilities for up to 12 children without a Land Use Permit and whether any changes in current requirements are under study. C. A report on the status of what each city is doing currently regarding child care to include development fees, conditions on development approvals, and related requirements. 4 . (continued) for Resource and Development, to meet with our Committee on June 23 , 1986 and share with us what the City of Concord is doing regarding these and related child care issues. BACKGROUND: On December 3 , 1985, the Child Care Task Force reported to the Board on their conclusions and recommendations. The report was referred to the County Administrator and appropriate Board Commitees. This was clarified on March 26, 1986 to refer the report to the Internal Operations Committee. On April 28, 1986 we received a report from the County Administrator' s Office summarizing the actions being taken by the Community Development Department to respond to the Task Force' s recommendation. We also met with representatives of the Children' s Council who oppose the formation of a new, separate organization to coordinate child care resources in the County. We have thus included a recommendation aimed at evaluating the extent to which the Children' s Council is in a position to undertake these additional responsibilities. Following the additional reports we have requested on June 23 , our Committee will be in a position to make further recommendations to the Board.
