April 29, 19 86 Cuirty SUBJECT: HANDS ACROSS CONTRA COSTA SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AMID JUSTIFICATION RECOMMENDATIONS: 1 . Declare May 24, 1986 as "Hands Across Contra Costa Day" in Contra Costa County. 2. Urge all County employees and citizens of Contra Costa County to participate in the Hands Across Contra Costa celebration. 3 . Endorse the continued participation by. the Sheriff-Coroner and Director, Office of Emergency Services, in planning for "Hands Across Contra Costa" on Saturday, May 24, 1986. BACKGROUND: Hands Across Contra Costa is a local event to raise funds for the hungry and homeless in Contra Costa County. People from every community in the County will form a human chain around Lafayette Reservoir on Saturday, May 24, . 1986. . Although it is a local, independent event, Hands Across Contra Costa is inspired by the national Hands Across America project. People wishing to participate in this. unique event are being asked to donate $3 for youth and seniors; $5 for individuals, and $10 for families. Community groups and small businesses- may become sponsors for $500 and patrons for $1, 000. Corporations may become sponsors for $1,000 and patrons for $2, 500 . Sponsors may be represented by up to 100 people in the human chain; patrons may have up to 200 participants. United Way of the Bay Area will collect and distribute the funds raised from Hands Across Contra Costa. Hands Across America will receive 10 percent of the proceeds, the remaining 90 percent will stay in Contra Costa County. Half of the local share will be allocated to the Community Food Coalition for agencies helping the hungry. The remaining half will be allocated to projects helping the homeless through United Way' s Contra Costa Emergency Shelter program. The Red Cross has also agreed to have volunteers available. By utilizing Lafayette Reservoir and avoiding the use of any public roads, we have substantially reduced the likelihood of any accidents or liability exposure to the County. We, therefore, recommend continued participation by County staff in the planning for this event. i
