ACCEPT report from Community Development Director on the status of the Recycling Planning
Study.

REASONS FOR RECOMMENDATION/BACKGROUND
On September 10, 1985, the Board of Supervisors approved increasing the solid waste planning
tipping fee surcharge three cents per ton. for Fiscal Year 1985/86 for the purposes of
conducting a Recycling Planning Study which would be incorporated into a future revision or
amendment to the County Solid Waste Management Plan. The Board also requested that the
Community Development Department submit a progress report to the Board in six months and
requested the Community Development Department to review the feasibility of establishing a
Recycling & Composting Implementation Task Force.
Staff has worked with the Solid Waste Commission and has used the Commission' s Technical
j Advisory Committee as the Recycling & Composting Task Force. The Technical Advisory
Committee is made up of individuals who have experience in recycling and composting.
A request for proposals was sent to prospective consultants to conduct the Recycling
Planning Study. Seven responses were received and three of the responders were interviewed
by a panel of the subcommittee of the TAC and staff. Skip LaCaze of Recycling & Solid
Waste Management, Stinson Beach, California , has been selected by the Technical Advisory
Committee and the Community Development Department to perform the Study. We are

currently executing the necessary contracts with Mr. LaCaze. The Study will commence
at the end of April 1986.
The Recycling Planning Study will be done in two phases. The first phase will be a data-col-
lection phase resulting in information on curbside and dropoff recycling to develop a
decision-maker' s guide which can be used by elected officials and staff to determine the
feasibility of recycling within their respective communities . The second phase will
consist of working directly with communities to develop specific recycling plans. The
first phase of the Study will cost approximately $10,000. . The second phase will cost
approximately $15,000. The Community Development Department will use $5,000 for adminis-
tration and support during both phases of the :study.
Phase. I is expected to be completed about the close of Fiscal Year 1.985/86. The second
phase will start in July or August 1986.
The Technical Advisory Committee, acting as the task force/advisory committee on this
Study, will remain active during both phases of the Study. The Solid Waste Commission and
the Board' s Resources Committee will also be kept advised.
