Station Area Street Improvements Project Phase IIA, Project No. 7891-6X5557-85 Specific Request(s) or Recommendation(s) & Background & Justification RELOMMENDED ACTION: APPROVE Contingency Fund increase of $294,000.00 and AUTHORIZE the Chief Engineer to execute Contract Change Orders Nos. 5 and 6 to install new storm drains, relocate a water main and construct a parking lot for the Pleasant Hill BART Street Improvements Project Phase IIA, Project No. 7891-6X5557-85. FINANCIAL IMPACT: The parking lot work ($62,000) and storm drain ($80,000) are included in the area-wide improvements funded under Assessment District 1.983-1 . The water line relocation ($179,000) is funded specifically for the improvements to Area 7A and is also available from AD 1983-1. There is no cost to Agency. REASONS FOR RECOMMENDATION/BACKGROUND: The Agency has the responsibility to relocate Buskirk Avenue in Development Area 7A. This requires significant effort in utility relocation. A key item in this process is the relocation of the 24-inch water line. Because it would take an additional three months to separately bid and would significantly delay the already approved project on Area 7A, it should be included in the current Agency project. It is also expeditious to install the storm drain the same time as the water line due to their proximity. Contract Change Order No. 6 provides for this .work. Change Order No. 5 provides for paving and lighting the new parking lot under construction in the BART parking lot. Because it provides temporary replacement parking during the Parking Lot Modification Project, it should be completed prior to its award. Because these change orders and the other previously approved change orders collectively exceed $25 ,000, Agency approval is required. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve these change orders will significantly delay construction of improvements and subsequently delay the development of Area 7A.
