SUBJECT: Interim Improvement Project / Highway 4 at Willow Pass
Specific Request(s) or Recommendations A Background A Justification
RECOMMENDATION
1 . Accept the proposed interim improvement project on Highway 4 at Willow Pass grade in
concept and direct the Public Works Director to pursue implementation of Phase One of
the project with Caltrans.
2. Advance $25 ,000 from Road Funds as the County' s share of the cost for the preliminary
engineering of the interim project and direct the Public Works Director to request the
Cities of Pittsburg, Antioch and Brentwood to advance $75,000 as their share of the
engineering costs. These funds will be reimbursed with interest from fees proposed to
be collected from East County developments and from developments where the Board has
previously imposed a regional traffic mitigation fee.
3. Direct the Public Works Director to develop jointly with the cities of Pittsburg,
Antioch and Brentwood, a financing scheme to fund the engineering and construction of
the interim improvements. The financing scheme shall include studying the feasibility
of issuing certificate of participation to be repaid through an East County development
fee.
FINANCIAL IMPACT - None
REASONS FOR RECOMMENDATION/BACKGROUND
The widening and lowering of the Willow Pass grade on Highway 4 has been the highest
priority unfunded highway project in the County. Due to the bleak Federal and State
funding picture, the outlook of getting this project funded in the near future is not
good.
The county should continue to find ways to fund the ultimate project. While pursuing
the ultimate project, which would take at least five to seven years to build, we need
to look at some immediate relief to the congestion problem. To provide some relief in
the interim, staff has been working with Caltrans to develop a project based on suggestions
from Commissioner Joe Duffel of the California Transportation Commission. The criteria for
the interim project is to be constructed in a short time and within the ability of the
local jurisdictions to finance.

After discussion with Caltrans, we recommend that the interim project be broken down to four
phases. Phase One will involve adding one westbound lane between Willow Pass Road in
Concord and Willow Pass Road in West Pittsburg and relocating the existing westbound on
ramp at Willow Pass Road in West Pittsburg to the right hand side of the Highway. This
proposed improvement will add about 50% more capacity in the westbound direction. The
estimated cost for Phase One is $2 million.
Phase Two will involve extending the third eastbound lane from the Willow Pass summit to
Willow Pass Road in West Pittsburg. This project will move the bottleneck past the Willow
Pass Road exit in West Pittsburg. The congestion will become less as a sizable amount of
traffic leaves Highway 4 at Willow Pass Road. Phase Two is estimated to cost $1 million.
Phase Three will bring the three easthound lanes to Bailey Road where further traffic will
leave the traffic stream on Highway 4. Phase Three is estimated to cost $3 million.
Phase Four will bring the three eastbound lanes from Bailey Road to Railroad Avenue at
an estimated cost of $5 million. The operating characteristics of Highway 4 is such that
the traffic will dissipate to the extent that the current two eastbound lanes beyond
Railroad Avenue will be adequate to carry the traffic.
If we start the engineering work immediately, there is a good chance that construction of
Phase One can start in 1987. This project will add 50% more capacity to the westbound
direction and will relieve significant congestion in the morning commute.
Construction funds for Phase One could come from the following sources:
1 . BARTD has been requested to provide funds to solve the congestion on Highway 4 both
in the interim and on the long term basis. Their initial reaction is very
positive.
2• The Board has required several office developments to pay $.50 per square foot as
a regional traffic mitigation fee. Since this project is a high priority project,
part of the proceeds should go to this interim improvement.
3. The cities in the East County have all indicated interest in developing a joint
development fee to pay a portion of the cost.
4. If the Board desired to vacate Port Chicago Highway to the Navy, part of the
mitigation fund could be used for the interim improvement.
It is important to move the project design ahead while we develop the financing scheme
to avoid any time delay. The funds advanced from the Road Fund will be repaid within
about two years.
