HomeMy WebLinkAboutMINUTES - 04221986 - 1.55 1-055 TO: BOARD OF SUPERVISORS/REDEVELOPMENT AGENCY FROM: Phil Batchelor, Executive Director DATE: April 15, 1986 SUBJECT: Legislation: Assembly Bill 3055 (Hannigan) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Adopt a position by the County/Redevelopment Agency in support of AB 3055 by Assemblyman Hannigan extending the effective date of the current definition of "Financial Burden or Detriment" from January 1, 1987 to January 1, 1989. FINANCIAL IMPACT: The fiscal impact on either the County or the Agency cannot be determined at this time. BACKGROUND/REASONS FOR RECOMMENDATION: Existing California Community Redevelopment law provides for the review of new Redevelopment Projects to determine the financial burden or detriment that the project will cause affected taxing agencies. Existing law defines "Financial Burden or Detriment" as: 1. A net increase in the quality or quantity of service of the affected agency caused by the project. 2. A loss of property tax revenues that would have been received by the affected agency if the project was not adopted. The current definition would be automatically repeated on January 1, 1987, if it were not extended. AB 3055 would extend the repealer date to January 1, 1989. The current definition benefit both the Agency and the County in the fiscal review process. A report without a substitute definition would cause chaos and would be detrimental to the fiscal review process.
