DRAFT REAL PROPERTY CLERICAL SPECIALIST DEFINITION: $1573 - $1912 Under general supervision to prepare and assemble Real Property documents such as right of entry and temporary construction permits; to order title reports and to process their billings; to deliver escrow data to title companies or County Recorder; to research and/or obtain ownership and title data from the offices of the County Clerk, Recorder and Assessor; to prepare and maintain right of way parcel" files; to handle ancillary activities for Real Property Agents; and to do related work as required. DISTINGUISHING CHARACTERISTICS: The Real Property Clerical Specialist is a one position class which provides ancillary administrative/clerical support for professional staff in the Real Property Division under the general supervision of the principal Real Property Agent. This class is distinguished from the Junior Real Property Agent class in that incumbents in the latter class learn to appraise and negotiate for the acquisition, selling, leasing, or transfer of real property and property rights for the County or special districts. The Real Property Clerical Specialist handles the complex and specialized clerical typing, filing documents, researching data, picking up and delivering various documents related to the acquisition, selling, leasing, or transferring of real property. TYPICAL TASKS: b —Orders title reports and ensures proper billings; Obtains ownership and title data from County Recorder and Assessor; - Obtains zoning, land use, general plan, and other data related to Real Property matters; - Prepares and processes cancellation of taxes documents; - Prepares right of entry and temporary construction permits; - Assembles condemnation documents and exhibits; - Prepares and maintains Real Property right of way parcel files, records and property inventory; Posts Real Property legal notices in required publications and in the field ensures their accuracy and timeliness; Delivers escrow data or other documents to title companies or the County Recorder's Office; - Handles other pick up or delivery of Real Property documents such as leases, deeds, warrants, checks; - May prepare and process purchase orders and demands; - Initiates and prepares correspondence related to the processing of Real Property documents; - Microfilms files - Handles telephone and walk-in traffic where the technical expertise of a Real Property Agent is not required; - Reviews and proofs deeds, deed descriptions, and other Real Property documents for proper form and grammatical errors; l - Obtains payment warrants and processes then and monies received; - May provide technical work direction to Real Property clerical staff. MINIlM[JM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Experience: Three years, or its equivalent, of increasingly responsible clerical experience, at least one year of which must have been in performing complex and varied clerical tasks associated with the preparation, processing, researching, and filing of legal Real Property documents for a public agency, title company, real estate agency, or other business entity which handles real property acquisitions, selling, leasing, or transferring of real property. KNOWLEDGFS, SKILLS AMID ABILITIES: - Knowledge of forms, permits, deeds, right of way contracts, and other documents relating to acquisition, selling, leasing, transferring, or appraising and managing real property; - Knowledge of Real Property functions and terminology of title research, owner- ship, deed processing, parcel files and posting of notices; - Ability to prepare in proper format Real Property forms, permits, deeds, notices, and other documents related to Real Property transac tions; - Ability to research files and documents in title companies, County Clerk's Office, Recorder's Office, or Assessor's Department and to make decisions on what information should be collected for use by Real Property staff; - Ability to type, assemble, and. prepare Real Property documents and reports; - Ability to maintain appropriate Real Property records; - Ability to effectively interact with property owners, leassees, leassors, other staff, and the general public; - Ability to provide technical work direction to others. - Ability to use and obtain data from the Land Information System.
